Impact The S-TA will strengthen NEDA's capacity in national planning, policy advisory and strategy formulation, including the development of the Medium-Term Philippine Development Plan (2011-2016), and designing swift responses to economic shocks and crises.

Progress Toward Outcome The TA assisted NEDA in the preparation and dissemination of key knowledge products and, in the process, enhanced capacities of selected NEDA staff in conducting policy research.

Status of Implementation Progress (Outputs, Activities, and Issues) The TA supported NEDA in the completion and publication of a technical study entitled "A Strategic Framework and Action Plan for Inclusive Growth." The study, which identifies key development issues and proposes strategic policy actions to address them served as a key reference document in the formulation of the Philippine Development Plan (PDP) 2011-2016. The policy adviser/lead consultant and resources persons engaged under the TA provided expert guidance and advice in the preparation of the said study. These experts also mentored and coached selected NEDA staff on policy analysis and development. A rapid assessment of the public investment process was also conducted under the TA, which identified issues and recommendations for improvement. Furthermore, the TA supported the development of a communication and advocacy program for the PDP through a series of workshops in which selected NEDA staff benefitted from hands-on training on plan communication and advocacy. A cost-benefit analysis of the policy granting discounted power rates to selected private companies is ongoing. TA completion is scheduled on 31 March 2012.

Consulting Services The Technical Assistance will require 5 person-months of international and up to 20 person-months of national consultants for policy advice in the areas of results-based planning, policy development, as well as in highly specialized technical areas, i.e. related to macroeconomic, rural, and inrastructure development, and social and governance reform issues.
