Project Rationale and Linkage to Country/Regional Strategy A key ADB value addition in the the transport sector operations in India, which is reflected in the forthcoming Country Partnership Strategy (2008-2012), is practical capacity development support for project implementation and results orientation. The TA will provide this in a holistic and well structured manner, as well as facilitate the replication of efforts through sustainable knowledge sharing opportunities.
Impact The impact of the TA will be improvement of project implementation readiness of transport infrastructure projects in the country. The delay and the cost overrun of projects will be minimized.
Project Outcome
Description of Outcome The TA will strengthen efficiency and ownership in project implementation from the early stage of project preparation. While government agencies have certain capacity to prepare and implement projects, there is room for enhancing the capacity on the timeliness and quality of activities in project implementation, especially for procurement and safeguard activities, adopting international best practices. Enhancement of capacity in project economics and monitoring development impacts would also further help improve quality for future projects to take into account lessons learnt.
Progress Toward Outcome The TA has substantially improved timeliness of safeguard compliance and quality of financial and economic assessment of projects. It also contributes to developing the capacity of the project executing agencies regarding project readiness and implementation.

2. Social and environmental asessments meet agreed standards and timeframes.

3. Project performance management system provides appropriate information from the monitoring and evaluation system to management according to schedule

Status of Implementation Progress (Outputs, Activities, and Issues) Consultants continue to provide adequate support to all projects in areas of project readiness and implementation. This helps in successful delivery of ADB's regional cooperation integrateion and sustainability objectives for the region.

Business Opportunities
Consulting Services The TA requires both international and national consulting services. Individual consultants are engaged for procurement, resettlement, social development, environment, and transport economics. ADB recruits the consultants in accordance with its Guidelines on the Use of Consultants (2007, as amended from time to time).
