Description The objective will be the improved delivery of infrastructure related public services.
Project Rationale and Linkage to Country/Regional Strategy The primary objective of the Cook Islands National Sustainable Development Plan (NSDP) 2007 2010 is to build a sustainable future that meets economic needs without compromising prudent economic management, environmental integrity, social stability and the needs of future generations. The NSDP identifies eight goals as priority areas for implementation. Two of these are: (i) an innovative and well managed private sector led economy and (ii) strengthened and affordable basic infrastructure, transport, and utilities to support national development.
Impact The expected impact is to support the environmentally sustainable economic development of the Cook Islands. This is supportive of the Cook Islands' NSDP.

Description of Project Outputs The outputs will be implementation of specific elements of the IGF to be determined during fact finding but broadly in the areas of directional policy, institutional structures and functions, asset management planning, community service obligations, legislative review, and sectoral review.

Consulting Services The program loan will not finance consulting services. The existing TA 7022 COO has provided initial support to program implementation through development of the IGF, including a detailed, scheduled and fully costed, action plan for its implementation. This will facilitate timely attainment of the tranche conditions
Procurement The policy based program loan contains no procurement. A negative list will be constructed.
