Summary

The TA will assist the State to formulate a core road network in the road sector that can support the socio-economic development of the state considering the needs of the next 10 years. It will help in the reorganization of the Karnataka Public Works Department to have dedicated units in the PWD zones for road sector activities.

The TA will carry out the institutional strengthening of the Karnataka State Highways Traffic and Transport Authority (KSHTTA) to enable integrated planning, programming, monitoring and policy formulation for the road sector in Karnataka for optimum efficiency.

Project Rationale and Linkage to Country/Regional Strategy In principle, ADB's TA is provided to support the implementation of the Karnataka State Government's Road Sector Policy by strengthening the capacity of the Karnataka State Highways, Traffic and Transport Authority (KSHTTA) and the Karnataka Public Works Department (KPWD). The TA will also identify the core road network (CRN) and the investment strategy for the network that will be necessary to support the socio-economic development of the state for the next 10 years.

Project Outcome
Description of Outcome Karnataka State Highways, Traffic and Transport Authority (KSHTTA) and Karnataka Public Works Department (KPWD) effectively implement their mandated responsibilities to plan, manage, and maintain Karnataka's state road network.
Progress Toward Outcome

The core road network and the development strategy under finalization will be the guiding documents for KPWD to efficiently plan , manage and maintain Karnataka's state road network.

The operationalisation of PRAMC within KPWD and strengthening of KSHTTA based on recommendations of the consultants will further help in effective implementation of their mandate.

Description of Project Outputs

1. Core Road Network (CRN ) formulated.

2. KSHTTA plans and regulates road sector operations in the state.

3. KPWD manages road maintenance according to agreed standards.

Status of Implementation Progress (Outputs, Activities, and Issues)

The TA consultants mobilized on 15 Dec 2009, and the TA Inception Report was submitted in Feb 2010. Consultants submitted draft final report in March 2011.

Formulation of the core road network and its development and maintenance plan is being finalized based on KPWD and ADB's comment on the draft final report. Recommendation for strengthening KSHTTA in its advisory and coordination role are also being finalized.

The framework and organizational structure for establishment and operationalization of the 'Planning and Road Asset Management Division (PRAMD)' within PWD has been agreed by KPWD. The PRAMD will carry out all planning and programming activities for the core road network.

Submission of the final report after incorporating KPWD and ADB's comments is expected by 31 May 2011
