Summary

The Karnataka State Highway Improvement Project will upgrade about 615 kilometers (km) of state highways in the state of Karnataka and strengthen the capacity of the Public Works Department (PWD) of the Government of Karnataka (GOK) to develop, operate, and maintain the state road network.

The project includes consulting services for implementation of civil works and support the establishment and operation of the Planning and Road Asset Management Centre (PRAMC) of the PWD.

Associated TA will be provided to support and strengthen the PWD's capacity in asset management, road safety, and private sector participation. Road improvement works will include the upgrading of existing roads to two lanes; green-field construction of bypasses; strengthening of culverts and bridges; and constructing new bridges, rail overbridges, and cross-draining structures.

Description

The Karnataka State Highway Improvement Project will upgrade about 615 kilometers (km) of state highways in the state of Karnataka and strengthen the capacity of the Public Works Department (PWD) of the Government of Karnataka (GOK) to develop, operate, and maintain the state road network.

The project includes consulting services for implementation of civil works and support the establishment and operation of the Planning and Road Asset Management Centre (PRAMC) of the PWD.

Project Rationale and Linkage to Country/Regional Strategy In 2009, responding to the urgent need to improve infrastructure and strengthen institutions, the Government of Karnataka (GOK) adopted a road sector policy that identified several priority areas, including improving the state's core road network along with restructuring, capacity building, and institutional strengthening. In 2010, GOK adopted an Institutional Development and Strengthening Action Plan (IDSAP). The project and its associated TA will assist GOK to improve state core road network and implement the IDSAP.

Status of Implementation Progress (Outputs, Activities, and Issues)

-9 civil works contracts covering 615 km were awarded in Dec 2011.

-3 civil works contracts (AEP3, AEP6 & AEP9) have been terminated. For completion of balance works on these contracts, procurement process has been initiated. These contracts are expected to be awarded by Q2-2015.

-Consultancy contract to support establishment and operation of PRAMC has been awarded on 10 Dec 2012. A Road Asset Management System is being established.

-A Road Safety Unit is created under PWD. TA consultant has supported operationalization of road safety unit. An accident black-spot program has been developed for implementation through state funds.

Environmental Aspects The project is classified category B in accordance with ADB's Safeguard Policy Statement (2009). Initial environmental examinations were therefore prepared for all project roads, including the rail overbridges.
Involuntary Resettlement The project is categorized as category A in accordance with ADB's Safeguard Policy Statement. Separate resettlement plans have been prepared for each project road in accordance with ADB's Safeguard Policy Statement and relevant national and state laws and regulations.

During Project Design All stakeholders and affected people have been consulted during the processing stage.
During Project Implementation Consultations as required, will be carried out during project implementation.

Consulting Services The project includes consulting services to supervise the implementation of civil works and support the establishment and operation of the Planning and Road Asset Management Centre (PRAMC) of the PWD. For recruitment of consultants, ADB's Guidelines on the Use of Consultants (2010, as amended from time to time) apply.
Procurement For procurement of goods and works financed wholly or in part by ADB, ADB's Procurement Guidelines (2010, as amended from time to time) apply. The project provides for procurement through post-qualification by applying a single-stage two-envelope bidding procedure.
