Project Rationale and Linkage to Country/Regional Strategy

Department of Economic Affairs and EAs have requested ADB to conduct regular capacity building programs to improve EAs' project management and project readiness at entry at various occasions including Tripartite Portfolio Review Meetings(TPRM).

ADB approved the Small Scale Technical Assistance in November 2008 to meet the training requirements of the EA staff. This will help improve the capacities of EA staff which will result in expetitious project procesing and implementation.

Two capacity building programs are scheduled in February 2009

Capacity Development Programs on Project Management and Contract Administration are scheduled from 3-7 and 17-20 of August 2009 respectively.

Capacity Development Programs are scheduled from 21 September to 1 October. The programs would cover ADB's procurement, consultant recruitment and disbursement procedures. The program would be conducted in XLRI, Jamshedpur.

5 capacity development programs are scheduled during 15-24 February and 8-9 March 2010. The programs would cover ADB's procurement, consultant recruitment, disbursement and safeguard procedures. The program would be conducted in XLRI, Jamshedpur.

One Capacity Building program on Contract Administration (FIDIC Conditions of Contract) is scheduled during 7-10 June 2010 at XLRI Jamshedpur.

Status of Implementation Progress (Outputs, Activities, and Issues)

The first capacity building program under the SSTA was conducted at Kolkata from 16 to 20 Feb 2009 and 23 to 27 Feb 2009. 376 person-days of training was imparted to 188 executing agency staff from 20 projects (7 pipeline and 13 ongoing projects) in procurement, consultant selection, social and environmental safeguard and disbursement policies of ADB.

Two capacity development program wereheld under the TA in August 2009. Under the capacity development program on Project Management (3-7 August)40 executing agency staff from 15 projects were trained for 200 person days. Under the capacity building program on Contract Administration (17-20 August) totally 77 executing agency staff from 18 projects were trained for 154 person days.

3 capacity building programs on ADB's procurement, consultant selection and disbursement procedures was completed at XLRI, Jamshedpur during 21 September- 1 October 2009. Totally 90 executing agency staff from 19 projects were trained for 238 person days.

5 capacity building programs on ADB's procurement, consultant selection disbursement and Social and Environmental safeguard procedures was completed at XLRI, Jamshedpur from 15 February to 10 March 2010. 178 executing agency staff from 24 projects (9 pipeline/new and 15 ongoing projects) attended the program and 348 person-days of training were imparted.

One Capacity Building program on Contract Administration (FIDIC Conditions of Contract) scheduled during 7-10 June 2010 at XLRI Jamshedpur has been postponed and would be held at Delhi during 6-9 September.

Capacity Development program on FIDIC Conditions of contract was conducted during 6-9 September 2010 and 64 executing agency staff were trained for 128 person days. The program was conducted by resource persons from Consulting Engineers Association of India (CEAI) and Federation of International Consulting Engineers (FIDIC).
