IND: GUJARAT PAGUTHAN WIND ENERGY FINANCING FACILITY (Samana Phase-I Project)

Project Rationale and Linkage to Country/Regional Strategy

The loan is consistent with ADB s India Country Partnership Strategy (CPS), which emphasizes infrastructure development, private sector participation, and renewable energy development in the country. Specifically in the power sector, policy dialogue by the South Asia Regional Department has focused on: (i) supporting sector reform and restructuring; (ii) enhancing energy efficiency and clean energy development; and (iii) promoting balanced physical infrastructure development. The ADB loan is in line with these strategies and dovetails efforts including ongoing dialogues with the Government under public sector operations. The Project has been contributing in meeting the significant energy and power shortages in the state of Gujarat. The loan is consistent with ADB s energy sector policy. It also forms a part of ADB s clean energy and environment program, which was launched in response to the communique by the Group of 8 Gleneagles Summit in July 2005. ADB s energy policy states that ADB will promote the development of renewable energy sources in developing member countries, and that ADB will also assist in implementing such projects, preferably through private sector involvement to ensure their sustainable long term operations. The clean energy and environment program includes implementation of renewable energy investment opportunities. The Project may also benefit from assistance from ADB s Asia Pacific Carbon Fund for upfront financing of future revenues from certified emission reduction units (CERs).

Summary of Environmental and Social Aspects

The implementation of the environmental management plan and monitoring arrangements have minimized and mitigated the impact of environmental disturbance during construction and operation. The construction of the wind farm involved only minor civil, mechanical, and electrical works, mainly for construction of the wind tower footing, which took place in several small sites, scattered over a wide area. During operations, wind turbine generators (WTGs) do not generate gas or dust emissions. The WTGs are located in uninhabited areas, not suitable for agriculture. The construction and operation of the project did not entail any displacement (physical or economic) nor has it affected any existing structures. The project construction also did not entail any impact on indigenous people.

Stakeholder Participation and Consultation

Separate public consultations have been carried out for the wind power project. A number of awareness camps have been conducted covering various settlements in the vicinity of the project areas to inform local communities about these projects. Local communities have demonstrated good understanding of the nature and scope of wind energy projects and have been assured that the wind farms would have no significant environmental and social impacts.
