Project Rationale and Linkage to Country/Regional Strategy One of the key thrusts of ADB assistance under the 2008 CPS4 is to support inclusive growth and balanced development by focusing operations on poorer provinces and by promoting integrated rural and urban development. Indicative areas for ADB interventions in the financial sector are (i) building an inclusive, market-oriented, rural finance system; (ii) supporting policy and regulatory reform; and (iii) strengthening financial supervision and coordination among financial regulators in rural finance.
Impact An inclusive market-oriented rural finance system is developed in PRC.
Project Outcome
Description of Outcome The quality of policy making by government and financial regulators is improved.
Progress Toward Outcome Government is considering options for innovation in rural finance based on PBC field reviews and studies.
Implementation Progress
Description of Project Outputs

A research report based on case studies of rural finance innovation to (i) help policymakers and financial regulators understand how the rural finance market reacts to different policy settings, and (ii) encourage them to pay attention to market details. The report will also help rural financial institutions learn from rural

financial innovations undertaken elsewhere.

An advanced, properly designed rural and agriculture finance statistical system that can provide more effective informational support for decision making on rural and agriculture-related financial policy is established.

Policy-related knowledge

Status of Implementation Progress (Outputs, Activities, and Issues) The TA is near closure and is in the process of finalizing a few consultants' contracts. The final product of Component 1 is a book on rural financial innovations both institutional and products, a result of over 2 years of intensive field work.

During Project Design
During Project Implementation Detailed reviews during the innovation assessment process in multiple provinces. Field reviews and testing in four provinces for the rural financial statistics collection systems. Focus groups and group training for the two components respectively have been completed in the field.
