Summary

The Pacific Economic Management TA aims to strengthen the capacity of Pacific DMCs to manage for inclusive economic growth by supporting economic analysis and policy formulation and implementation. It responds to the challenges arising from shortcomings in policy and institutional environments with an innovative approach. Assistance emphasizes the country-led revitalization of economic management systems, including enhanced participation of stakeholders in economic management.

Subproject 1 of the TA has provided support for a country-led response to the global economic crisis. Subproject 2, Enhanced Economic Management, updates the TA for the post-crisis environment and deepens efforts to raise openness and transparency in economic management.

Project Rationale and Linkage to Country/Regional Strategy The demand from Pacific DMCs for support from the PEM TA remains. In addition to a demand to continue support already commenced in 8 Pacific DMCs, Nauru, the Republic of Marshall Islands, and Samoa has requested support. Subproject 1 was intended to support operations in about five Pacific DMCs. Initiation of subproject 2 will allow for a long term commitment to substantial support for around 10 Pacific DMCs.

Consulting Services

Consultants will be engaged under subproject 2 on an intermittent basis of 1-12 months. Areas of expertise will include economic management and closely related fields of public policy. A range of experience levels and skills will be engaged to allow support to be tailored to the needs of each Pacific DMC. In addition to the team leader, up to 5 lead advisers, 5 advisers, and 5 economic analysts will be engaged. The TA will continue to prioritize the engagement of international standard expertise from within the region.

International and national consultants will be selected and engaged by ADB in accordance with its Guidelines on the Use of Consultants. Disbursements under the TA will be made in accordance with ADB's Technical Assistance Disbursement Handbook as amended from time to time.

Procurement Procurement of equipment, if any, will follow ADB's Procurement Guidelines.
