Description

The TA's objective is to assist TSCW, which is the entity created by the Government to ensure effective coordination among the executing agencies of various transport projects in Bangladesh, in strengthening its organization and hence enhancing the overall capacity of the Planning Commission.

The TA will deliver (i) systems linking long-term plans to project development from the perspective of long-term and multimodal planning, and (ii) enhanced project appraisal frameworks in selected subsectors. The TA's fundamental methodology is to facilitate transport sector planning using a multimodal coordination perspective by enhancing the knowledge and skills of TSCW. The TA will enhance TSCW capacity through technical advice and on-the-job training in developing and implementing (i) a coordination mechanism among subsector ministries and agencies, (ii) long-term planning and implementation monitoring in each subsector, and (iii) improved investment analysis and associated technical studies including development of a geographic information system database.

Project Rationale and Linkage to Country/Regional Strategy The Bangladesh country strategy identified inadequate coordination among transport subsectors as one of the key development issues. The Transport Sector Coordination Wing (TSCW) was established in 2004. While the Department for International Development provided initial support to TSCW, further capacity development as well as support to its mandate is required for implementation and monitoring of long-term plans, especially for the draft Integrated Multimodal Transport Policy.
Impact Ensure sustainability of the Transport Sector Coordination Wing in coordinating among the misnistries concerned with transport, supportingthe Government with professional guidance, and capacity building (particularly in transport planning and appraisal).
Project Outcome
Description of Outcome Improvement of quality of transport investment proposals including the incorporation of long-term and multimodal aspects in project development.
Progress Toward Outcome Multimodal analytical tools, databases and masterplans were developed. TSC Wing, as the central agency, must initate and organize seminars, hands-on training, and professional discussions on issues relevant to multimodal aspects of project development for successful implementation of TA initiatives.

(vi) Private sector investment proposals assessed.

(vii) Studies on pertinent issues undertaken.

Status of Implementation Progress (Outputs, Activities, and Issues) Trainings and workshops were conducted to enhance knowledge and skills of TSCW and subsector agencies. Deliverables include: GIS Database for Rail Master Plan, Conceptual project appraisal framework for Bangladesh Railways and Inland Waterway Transport, multimodal analytical tools.

During Project Design TSCW has been consulted to set up the scope of the TA.
During Project Implementation During the Inception Period, it was felt necessary to hold presentation style workshops to disseminate the objectives, activities and outputs of the TA to all transport subsectors agencies, relevant organizations, divisions and sections of the Planning Commission including TSC Wing. Accordingly, three workshops were arranged during the TA period. Technical sessions were also arranged during the workshops.
