Impact

The project activities will lead to an increase in responsible investment by the private sector in sustainable infrastructure in low income DMCs. It will do this by improving the enabling environment for private sector investment and increasing capacity of the private and public sector to develop projects which contribute to pro poor growth and development.

Project Outcome
Description of Outcome

The project will enhance the ability of the public and private sector to attract private capital to finance infrastructure in DMCs and to maximize development impact. The assistance will provide ADB the opportunity to participate in cofinancing private sector infrastructure projects developed by relevant PIDG facilities and potentially to present ADB sponsored investments for development and cofinancing. The partnership will improve the quality and development impact of the pipeline of private sector and nonsovereign projects available for ADB cofinancing. ADB private sector operations will consider contributing at least $10 million equity to InfraCo Asia Development Limited by 2010.

Description of Project Outputs

The RDTA has two key outputs. It will provide technical assistance (i) for private sector project development in ADB's DMCs and (ii) support the issuance of partial guarantees for public private debt in infrastructure projects in ADB's DMCs. The TA size provided by the TAF for these purposes is about US$200,000 US$250,000. Therefore, the TA contribution could be expected to provide TA for about three to four projects developed by InfraCo Asia Development Lts., and for about one to two guarantees prepared by GuarantCo Ltd. by December 2011. US$1 million will be provided to the TAF for 30 months, starting May 2009. The funds will be available for General Technical Assistance (Window 1) and Capital Market Development (Window 2) of the TAF. The funds will only be available for projects developed in ADB's DMCs by InfraCo Asia Development Ltd. and GuarantCo Ltd. The funds will be available for consultant services and may also fund goods associated with these services. However, as projects developed by InfraCo Asia Development Ltd. in Asia are under early stage development, the funds will not be used for civil works associated with developmental additions or output based grant subsidies amd projects under implementation. However, these projects could potentially benefit from additional funds from the TAF, beyond ADB's contribution, for grant based or subsidies during implementation.

2. Three to four projects for development and implementation of private sector projects

3. One to two projects to support issuance of partial guarantees for public and private debt in infrastructure projects in DMCs
