Summary

The proposed small-scale technical assistance (TA) will support the development and pilot-testing of a platform for knowledge sharing between PRC and other DMCs. This initiative reflects ADB's continued efforts to serve as an intermediary for both financing and knowledge, and to further strengthen its partnership with the PRC as an emerging middle-income country. The proposed platform for knowledge sharing, focusing on emerging issues and challenges, will facilitate dialogue and exchange between PRC and other DMCs. It will contribute to sound development management and policy making in DMCs, and to regionally inclusive development

Project Rationale and Linkage to Country/Regional Strategy

The Government of the People's Republic of China (PRC) has requested ADB to develop an ADB-PRC platform to facilitate the exchange of development knowledge and experience between PRC and other developing member countries (DMCs). ADB's cooperation with PRC is increasingly focused on policy issues, knowledge cooperation, and piloting of new approaches. The importance of knowledge cooperation has been highlighted by the current economic crisis, and by recent initiatives by PRC to rebalance the economy and promote innovation-driven development. The Government is also paying growing attention to regional cooperation and to knowledge sharing with other DMCs.

ADB's proactive response to the request reflects its continued efforts to serve as an intermediary for both financing and knowledge, and to further strengthen its partnership with the PRC as an emerging middle-income country. The proposed platform for knowledge sharing will focus on good practices and emerging issues and challenges, and will be a multi-year program to facilitate dialogue and exchange between PRC and other DMCs. It will contribute to sound development management and policy making in DMCs, and to regionally inclusive development. The initiative is in line with the thematic priority given to knowledge and innovation in the Country Partnership Strategy for PRC 2008-2010.

A 5-day pilot knowledge sharing program on sustainable urbanization under the PRC-ADB Knowledge Sharing Program.

A special website publishing and disseminating the knowledge products produced through the program

Status of Implementation Progress (Outputs, Activities, and Issues)
Geographical Location The pilot program was held in Shanghai on 2-6 November 2009, PRC. Participants were senior officials from PRC and other ADB's developing member countries. The workshop website has been uploaded.
