Summary

To make the national network of provincial and secondary roads more efficient and effective the Solomon Islands Second Road Improvement (Sector) Project will (i) replace or upgrade about 30 water crossings (bridges, culverts, and wet crossings), build about 20 kilometers (km) of roads and associated bridge approaches, and selectively relocate roads for climate change adaptation; (ii) maintain roads using labor-based, equipment supported (LBES) techniques under national private sector contracts involving local communities; and (iii) carry out project management, implementation supervision, and capacity development including a community education and awareness campaign. Climate change adaptation measures will be incorporated into the subproject designs.

Summary of Environmental and Social Aspects
Environmental Aspects Major ICB subprojects were screened for IEE and EMP's prepared and approved. Contractor's EMP was implemented under the Makira, West Guadalcanal and Malaita North subprojects.

During Project Design Regular consultations were taken place with the subproject beneficiaries and the stakeholders.

Business Opportunities
Consulting Services The project will require consulting support-53 person-months of international and 158 person-months of national consulting services-in addition to the assistance in feasibility studies, detailed engineering design, project management, and implementation supervision that are now being provided to the project management and capacity building unit created under SIRIP.
Procurement Procurement under the project will follow ADB's Procurement Guidelines (2007, as amended from time to time). Expanded procurement eligibility for ADB to administer European Commission cofinancing will require Board approval. International competitive bidding (ICB) procurement will primarily apply to major structural works (bridges, river training, road approaches and protection works, sealed road). Road pavement and drainage improvements on the existing carriageway of gravel and feeder roads will be procured through national competitive bidding, shopping, or small-scale private sector contracting for the use of LBES techniques with community participation. The evaluation of ICB contracts will include a margin of preference for national contractors, as specified in ADB's procurement guidelines.
