Summary

The small-scale project preparation TA (S-PPTA) is designed to prepare the pre-feasibility study required to define the scope and outputs of the PPTA Loan Project. The proposed Project will decongest the central area of HCMC by shifting the heavy traffic passing through the HCMC metropolitan area, and the heavy traffic heading to and from the port area in the south of HCMC, to the 3rd and 4th Ring Roads. Also, the Project will reduce traveled distance and time between suburban cities and towns around HCMC.

Description The small-scale project preparation TA (S-PPTA) is designed to prepare the pre-feasibility study required to define the scope and outputs of the PPTA Loan Project. Project Rationale and Linkage to Country/Regional Strategy It is anticipated that HCMC will become a mega-city with a population exceeding 10 million by 2020. Considering the ongoing modal shift from motorcycles to passenger cars, traffic congestion will continue to worsen. To respond to traffic demands in the HCMC area, the road and highway network should be developed efficiently and strategic demand controls need to be introduced. Construction of the Outer (3rd and 4th) Ring Roads will help avoid concentration of economic and commercial activities to the city center, and represents a strategic effort to guide the future development of HCMC.

Consulting Services A consulting firm will be recruited following Consultants' Qualification Selection. The total expected inputs are 14 person-months (8 pm for international and 6 pm of national). The TA consultants must have the following expertise: (i) team leader/transport specialist, (ii) highway engineer, (iii) transport economist, (iv) financial specialist, and (v) social/resettlement specialist, and (vi) environmental specialist.
