Project Rationale and Linkage to Country/Regional Strategy | The TA will continue ADB's support for the Medium Term Philippines Development Plan (MTPDP) and the mutual objectives of higher levels of pro-poor, sustainable growth and attainment of the millennium development goals. The project to be designed via the TA was included in ADB?s Philippines Country Operations Business Plan for 2010?2012, and will directly support the Government?s social protection agenda. ADB?s Strategy 2020 identifies social protection as critical to promoting greater access to opportunities by expanding human capacities, especially for the disadvantaged. |

Description of Project Outputs | The main outputs of the S-TA will be (i) province, municipality and household selection and confirmation, including an assessment of the methodology used; (ii) social and gender assessments and institutional analysis in the selected areas; (iii) an analysis of the Executing Agency's planning, management, and human resources capacity and a corresponding management strategy with actions for expanding the program; (iv) a training need assessment and training plan for staff at national and local levels; and (v) a detailed design for a full investment project to support the 4Ps, in line with the Government's policy and strategies and ADB requirements, including scope, cost estimates, financing plan, implementation arrangements, monitoring, evaluation and reporting, economic, financial, social and environmental analysis, and mitigation measures, if any. |

During Project Design | TA design included dialogue with the Department of Social Welfare (DSWD) and other relevant agencies, as well as development partners. |
During Project Implementation | For the loan project to be designed through the TA, poor households (in particular, children 0-14 years old and pregnant mothers) are the primary stakeholders. Key initial stakeholders also include education and health facilities staff and interest groups (patients and parents), DSWD, Department of Education (DepEd) and Department of Health (DOH) staff, local governments, national government agencies, and non-government organizations (NGOs). During the PPTA, field consultations were thus undertaken, including for preparing social and poverty analyses. This included discussions with/visits to potential beneficiaries, schools and health facilities, project staff and government staff at all levels. Consultations with NGOs and other interest groups were also conducted. |

Consulting Services | The TA financed international (9 person-months) and national (5 person-months) consulting services. It commenced 15 January 2010 and ended 31 December 2010. All consultants report to DSWD and to the ADB project officer. ADB recruited the individual consultants in accordance with ADB's Guidelines on the Use of Consultants (2007, as amended from time to time). To facilitate the work and ensure that DSWD gains technical expertise and knowledge, the consultant team works closely with counterpart experts from DSWD, who assist with the necessary consultations and other work. Disbursements under the S-TA conform to ADB's Technical Assistance Disbursement Handbook (2008, as amended from time to time). |
