Summary

The main output of the PPTA will be a project feasibility report which include: (i) MP power sector assessment and roadmap; (ii) updated problem tree analysis and DMF; (iii) Project description and detailed cost estimates; (iv) economic and financial analyses; (v) Social and Environmental safeguard frameworks for MFF, initial environmental examinations (IEEs), environmental management plans (EMP), and resettlement plans; (vi) assessment of willingness to pay for power system improvements including 24 hour supply; and (vii) assessment on the impact of feeder separation on water conservation.

Project Rationale and Linkage to Country/Regional Strategy A detailed project report (DPR) has been prepared and it has been approved by the Ministry of Power of the Central government. However, the depth and coverage of technical, financial and economic analyses of the DPR is inadequate to meet the ADB standards. These analyses need to be reviewed and updated. Moreover, social and environmental safeguards have not been covered in the DPR and a detailed sector analysis and a review of sector roadmap are required to meet the ADB requirements. The PPTA resources will be used to prepare the project for ADB financing considering these additional analyses and documentation.

During Project Implementation All the consultants envisaged for the PPTA have been engaged and fielded. Their outputs were used in preparation ot the Facility and Tranche one. TA has been completed.
