Summary

The cluster regional technical assistance (TA) aims to promote solar energy development among participating South Asian DMCs. It will contribute to an advanced understanding of opportunities for solar energy development in the region, actions required to accelerate institutional and business models for development and deployment of solar energy, and mechanisms to promote technology transfer to developing countries and to enhance the scope for cooperation on research and development. Experiences in other regions of DMCs will be shared in cooperation with ADB's regional departments.

Project Rationale and Linkage to Country/Regional Strategy

Progress in the development, deployment and transfer of cleaner energy technologies and technologies for adaptation will be an essential component of a comprehensive global effort for combating climate change. In particular, solar power generation is regarded as ones of the fastest growing technologies with a 70 percent increase in existing capacity to 13GW in 2008. Developing member countries int he South Asia subregion are making efforts to mainstream solar energy development.

The TA Cluster aims to promote international solar and associated technology development and transfer mainly in the South Asia subregion in the context of the Bali Action Plan for enhancement of long term cooperation for implementation of the United Nations Framework Convention on Climate Change.

Subprojects to be conducted in Soth Asian DMCs (potential areas could include the following): (i) policy and regulatory framework development and implementation, (ii) institutional capacity development, (iii) solar mapping or other prefeasibility studies, (iv) rural electrification business model development, (v) smart grid and smart mini-grid feasibility, (vi) innovative financing mechanisms for solar energy projects, and (vii) application to climate change adaptation efforts

Status of Implementation Progress (Outputs, Activities, and Issues)

South Asian DMCs participated in the inaugural meeting of the Asia Solar Energy Forum (ASEF) held on 5-6 July 2010 at Manila Philippines. Amongh the sessions conducted during the event was the discussion of potential pilot projects in South Asian DMCs, such as setting up of solarparks to encourage development of large solar projects in India.

Workshop and site visits, piggy-backed to the second meeting of the Asia Solar Energy Forum (ASEF), were attended by Government officials from South Asia DMCs in December 2010 held in Tokyo/Kyoto/Osaka, Japan.

Geographical Location Inter regional (While the South Asia Subregional DMCs will be covered for the pilot projects and exercises, the knowledge dissemination program will cover other subregions' DMCs.

Business Opportunities
Consulting Services Subproject 1 will require 6 person-months of international consulting services (solar energy development specialist) on an intermittent basis, and 3 person-months of national consulting services (workshop management specialist). The consultants will be engaged in accordance with the Asian Development Bank (ADB) Guidelines on the Use of Consultants (2007, as amended from time to time).
