The Kathmandu Valley Urban Environment Improvement Project will support the ongoing efforts of the Government of Nepal towards improving the wastewater services in Kathmandu Valley. The project will invest in rehabilitation and expansion of sewerage network, modernization and new construction of wastewater treatment plants, and improvement of wastewater management in Kathmandu Valley, which will complement the past and ongoing Asian Development Bank (ADB) projects. |Description||The Kathmandu Valley Urban Environment Improvement Project will support the ongoing efforts of the Government of Nepal towards improving the wastewater services in Kathmandu Valley. The project will invest in rehabilitation and expansion of sewerage network, modernization and new construction of wastewater treatment plants, and improvement of wastewater management in Kathmandu Valley, which will complement the past and ongoing Asian Development Bank (ADB) projects. The project is expected to increase operational efficiency, improve service delivery, and result in positive impact on health and quality of life for inhabitants of Kathmandu Valley. The expected impact of the project will be an improved urban environment in Kathmandu Valley. The project will focus on investment in infrastructure that maximizes the efficiency, effectiveness and utility of infrastructure and services planned under the ongoing ADB loans and will prioritize the under-served areas and the poor sections of population in Kathmandu Valley. The project will also support and further consolidate the continuing efforts of the government and ADB in institutional development and improvement of governance in the wastewater sector.|
|Project Rationale and Linkage to Country/Regional Strategy||The project is consistent with ADBs Nepal country partnership strategy (CPS), and fits into the priority sector water supply and other municipal infrastructure and services identified in the CPS. The project will support the countrys peace and development through improved access to basic services. The government approved a long term capital investment and asset management program for year wise investments in water supply and wastewater infrastructure in Kathmandu Valley based on prioritized needs. The project will coordinate with other related projects to fulfill the medium term priority investment needs identified in the program and Bagmati Action Plan. The project will help in reducing pollution in the holy Bagmati River in Kathmandu Valley and complement efforts at further improving river basin management under the proposed ADB-financed Bagmati River Basin Improvement Project. With the completion of the ongoing ADB projects including Melamchi tunnel, Kathmandu Valley will receive additional 170 million liters per day (MLD) of water, and the sewerage system will be overburdened by more than 120 MLD of additional wastewater once Melamchi tunnel is completed. Out of 5 existing wastewater treatment plants of total capacity of 38 MLD, only one treatment plant of capacity 16.5 MLD is based on mechanized treatment process (extended aeration) and the rest are based on waste stabilization pond system. These treatment plants are only partially functional and require investments for upgrading and renovation. The project aims to treat approximately 50% of wastewater generated in Kathmandu Valley. In addition to modernization and new construction of wastewater treatment plants, the project will also invest in rehabilitation and expansion of sewerage network.|

|During Project Design||During the proposed PPTA, adequate consultations are envisaged with important stakeholders in the form of surveys, workshops, focus group discussions (FGDs) with beneficiaries, NGOs, and other stakeholders; steering committee meetings and PPTA review meetings, which will be properly documented as part of the PPTA reports.|
|During Project Implementation||During project design, a consultation and participation plan will be prepared to involve various stakeholders including the poor and socially excluded sections of the population. Adequate resources will be provided to implement and monitor the consultation and participation plan during the project.|
|Consulting Services||The PPTA will require about 50 person-months of consulting services (15 international and 35 national). A team of consultants, who will work under the overall guidance of the ADB project officer and the team leader, will be recruited under one package using the quality- and cost-based (QCBS) method of selection with a standard quality-cost ratio of 80:20 in accordance with ADB's Guidelines on the Use of Consultants (2010, as amended from time to time). A simplified technical proposal will be used for the selection of a firm.|
