During Project Design During the proposed PPTA, adequate consultations are envisaged with important stakeholders in the form of surveys, workshops, focus group discussions (FGDs) with beneficiaries, NGOs, and other stakeholders; steering committee meetings and PPTA review meetings, which will be properly documented as part of the PPTA reports.
During Project Implementation During project design, a consultation and participation plan will be prepared to involve various stakeholders including the poor and socially excluded sections of the population. Adequate resources will be provided to implement and monitor the consultation and participation plan during the project.

Business Opportunities

Consulting Services The PPTA will require about 50 person-months of consulting services (15 international and 35 national). A team of consultants, who will work under the overall guidance of the ADB project officer and the team leader, will be recruited under one package using the quality- and cost-based (QCBS) method of selection with a standard quality-cost ratio of 80:20 in accordance with ADB's Guidelines on the Use of Consultants (2010, as amended from time to time). A simplified technical proposal will be used for the selection of a firm.
