Summary

The TA supports the Government's development agenda and water and wastewater development policy framework. The Government aims to improve WSS service delivery through effective implementation of legal, economic, and financial frameworks for local self-governance. ADB's interim operational strategy (2008-09) is also in line with the Government's agenda and identifies support to developing the country's municipal infrastructure a key contributor to enhancing sustainable economic growth, with the cross cutting themes of governance, regional cooperation and environmental protection.

Project Rationale and Linkage to Country/Regional Strategy

The TA supports the Government's development agenda and water and wastewater development policy framework. The Government aims to improve WSS service delivery through effective implementation of legal, economic, and financial frameworks for local self-governance. ADB's interim operational strategy (2008-09) is also in line with the Government's agenda and identifies support to developing the country's municipal infrastructure a key contributor to enhancing sustainable economic growth, with the cross cutting themes of governance, regional cooperation and environmental protection.

The TA will provide directions to the Government in developing a strategic vision for the sector and to effectively implement its reform agenda. While developing the urban WSS sector strategy and road map, the Government will develop an investment plan and create a business climate for donors and co-financiers to invest in the sector. Establishing the WSS tariffs and legal and regulatory framework for the sector will provide tools for regulating service and ensure investment sustainability in the long-term.

Assistance to the Government through the PATA will create an enabling environment to oversee implementation of the proposed multitranche loan for the Georgia Urban Services Improvement Facility.
