Description The PPTA will review the key issues and constraints identified in the problem tree analysis and verify if the outcome and outputs proposed in the preliminary design and monitoring framework are effective to achieve the expected impact. The PPTA also conducts due diligence and safeguard reviews. The PPTA will develop further details of the Project.
Project Rationale and Linkage to Country/Regional Strategy The PPTA is aimed at reviewing the PSDP implementation and designing a follow up project loan to PSDP comprising larger scale focused interventions. It will look at the lessons learned from the PSDP and support the design of an expanded inclusive MSME project. Furthermore, given the persistence of gender biases and their impact on women's participation in private sector development, the PPTA will collect relevant information, determine capacity development needs of women micro-and small entrepreneurs, and identify response gaps among government development partner and private sector to identify needs and develop gender-related activities.

During Project Design During the fact-finding mission, a consultation mission will be held with Maldives National Council of Commerce and Industry, Women Entrepreneurs Council, commercial banks, the central bank, and government agencies.
During Project Implementation The PPTA will conduct necessary dialogues and discussions for consensus building among the stakeholders.
Business Opportunities
Consulting Services Consulting services will be procured in accordance with ADB's Guidelines on the Use of Consultants (2007). The TA will finance 23 person-months of international consulting services and 10 person-months of national consulting services.
