Project Rationale and Linkage to Country/Regional Strategy

The impact of the proposed TA will be high quality and efficient track maintenance. The achievement of this impact will be demonstrated through increased productivity of maintenance operations and increased use of mechanized maintenance. The outcome of the TA will be improved capacity for track maintenance.

Support for improving railway efficiency and safety, and railway modernization, is included among the indicative areas for interventions identified in ADB's PRC country partnership strategy, 2008-2010.

A five-year plan for all track maintenance staff capacity development is developed.

A LTMM training program and syllabus including the curriculums of the usage and maintenance for new models are made

During Project Implementation Consultation and participation strategy will contnue during implementation.
Business Opportunities
Consulting Services The TA will engage a team comprising an international consulting firm in association with national consultants using simplified technical proposal procedures based on the quality- and cost-based selection method (weighted 80:20). Three international consultants will provide a total of 8 person-months of services, and 6 national consultants will provide a total of 20 person-months of services.
