Summary

The project will adopt an integrated urban development approach to produce the following: (i) industrial clean-up and relocation, (ii) ecological restoration and rehabilitation, and (iii) community development and upgrading.

Project Rationale and Linkage to Country/Regional Strategy

Baise is a medium-sized city located in the Guangxi Zhuang Autonomous Region (Guangxi)---one of the twelve less developed western provinces and autonomous regions supported by the Government under the National Strategy for Development of the West (NSDW).

Baise is positioned at a strategic intersection of three important national expressways to connect Yunnan and Guizhou, two less-developed and landlocked provinces in the western PRC, to the international markets through the transport system in Guangxi. Baise is expected to serve as an important nodal city and logistic center in the regional transport system of the southwestern PRC.

Baise city is now at a critical stage for urban expansion. BMG has identified integrated environment rehabilitation as a high priority to address the environmental damages caused by the polluting industries established in the past. These highly polluting enterprises were set along the Youjiang River---the source of water supply for the city, thus presenting a persistent threat to public health and a major constraint to a sustainable urban development. The project is expected to play a demonstration effect for overall development of the city and for other similar cities in the PRC. The project is consistent with the Country Partnership and Strategy for the PRC (2008-2010), which has specified the support for urban development as an ADB strategic focus in the PRC.

Description of Project Outputs

1. Clean-up and/or relocation of highly polluting factories from urban residential area for technical upgrading and continued operation in the industrial park

2. Restored and rehabilitated the polluted ecological system and landscape in the project area

Status of Implementation Progress (Outputs, Activities, and Issues)

TA implementation is divided in phases including initial stage (pre-TA activity), Phase I on environmental assessment of the industrial site, and Phase II for project preparation.

At the initial stage, a tripartite workshop was held on 7 December 2010 in Baise City to review the findings and recommendations presented by the two staff consultants on urban planning conceptual framework and initial assessment of land decontamination and industrial deconstruction impact.

A tripartite review workshop (Phase I Workshop) was held in Nanning City on 16-17 June 2011 to review the Draft Report submitted by Phase 1 Consultants. Officials from the Guangxi provincial government, Baise municipal government, and independent experts participated in the workshop.

The final report prepared by Phase I consultants was received on 17 October 2011.

The inception report for Phase II was received on 7 December 2011. The inception workshop for Phase II was held in Baise City on 15-16 December 2011.

After the inception workshop in December 2011, it was discussed and agreed to demobilize the Phase II consulting team.

The Phase II consulting team was formally remobilized on 10 September 2012.

The TA completion date was extended to 31 May 2013.

The interim report was submitted by Phase II consulting team on 4 December 2012.

A review mission was fielded on 12-16 December 2012 to conduct an interim workshop in Baise City to review the work program proposed and the interim report submitted by the Phase II consultants.

During Project Design A pre-reconnaisance mission was fielded to undertake consultation meetings with the officials from the concerned agencies of the Baise municipal government (BMG), visit the sites of the project, and conduct interviews with individuals, enterprises, and resident communities in the project area---the Dongsun area of Baise city.
During Project Implementation Public consultations are ongoing during PPTA implementation. Stakeholders include: Baise City population, community members in the project area, affected factory workers, factory management, industrial area management, local government, and public services in the project area.
Business Opportunities
Consulting Services Recruitment of Phase II consultant (firm) is completed. The expert team was mobilized on 14 November 2011.
