Summary

ADB is helping the People’s Republic of China develop its western region and improve livelihoods in Luyanghu, a low-lying waterlogged area north of Weinan city in Shaanxi province. The project will help reduce flood risk and soil salinity in the area by improving the drainage system and flood storage capacity. It will also rehabilitate wetlands, promote ecotourism, and provide skills training.

Summary of Environmental and Social Aspects

Environmental Aspects

The project is classified as category A for environment. The environmental impact assessment (EIA) report, including an environmental management plan (EMP) follows ADB's Safeguard Policy Statement (2009).

Progress up to March 2016 includes:

- Implementation of the project environmental management plan (EMP) is coordinated by the PMO Environment Officer and Loan Implementation Environmental Consultant (LIEC);

- Environmental monitoring (as required in the EMP) is being conducted by the Weinan Environment Monitoring Station;

- The LIEC is providing regular support to the PMO for safeguard training, monitoring, and reporting;

- Semi-annual environmental monitoring reports have been provided since project inception (2014 to present);

- Monitoring of waterbird populations (a key EMP requirement) is being conducted by the Shaanxi Animal Research Design Insitute (SARDI); and,

- CDTA 8293 was closed in 2016. This 2.5-year Technical Assistance provided comprehensive capacity building for the PMO and SARDI in wetland and waterbird management. It also resulted in the launch of several knowledge products, including the first provincial wetland monitoring manual for Shaanxi Province.

Involuntary Resettlement

The project is classified as category B for resettlement.

The Resettlement Plan as approved by SDCC has been disclosed on ADB's website on 18 September 2015.

- The resettlement team has been established.

Indigenous Peoples Based on the preliminary assessments, the project is classified as category C for indigenous people. No ethnic minorties and/or indigenous communities are present in the project area (historically occupied by Han, the majority of the PRC population).
Stakeholder Communication, Participation, and Consultation
During Project Design
During Project Implementation In 2013, the imprest accounts for the loan and grant were opened and initial advances were made of $10 million and $200,000 respectively. Contract awarded under the loan amount to $2.398 million comprising procurement of the first civil works contract and the project management consulting service package. In 2016, the project's CA projection is $22 million and disbursement projection is $19 million. Total CA during first quarter of 2016 was $7.931 million. Overall, physical implementation of the project remains slow, due to a range of factors, including finalization of compensation prior to lake construction, updating of the resettlement plan and PMO staffing arrangements. The GEF component of the project was delayed as the GEF-funded consultant team was not yet recruited. These issues were discussed in a special consultation mission in October 2015. Since then, compensation has been finalized ahead of several contracts, and the GEF consultants have been recruited. These steps will enable the project to move forward. A total of 6 ADB consultation missions have been conducted since project effectiveness, to support the PMO with implementation.
