Summary

The TA will synthesize the lessons learned from the experiences of (i) the East-West partnerships for poverty reduction, (ii) VLD, for decision-making on use of resource allocations in the community, with NGO support, and (iii) new microcredit systems. The TA will use the results to suggest options for practical and concrete blending of the methods for field application in the Western provinces. The TA will involve consideration of lessons already learned, discussions with East-West pairs regarding what has worked and how they expect to continue their partnerships, a definition of a narrow range of workable poverty-reduction project options using the three modalities, and definition of a randomized evaluation process that can be used to monitor results and provide feedback for further refinement.

Description of Project Outputs

The outputs will be reports showing (i) lessons learned, and documentary guidelines for use of each of these three approaches to poverty reduction in the PRC; (ii) three models that combine the approaches; and (iii) systems to conduct randomized evaluations of the results of the proposed models.

Status of Implementation Progress (Outputs, Activities, and Issues) The final workshop was held in June 2013 and five-pair provinces attended and provided comments to the final reports. A dissemination workshop was run in mid August 2013 and representatives from seven western provinces participated. In addition to sharing the TA study reports, the participants leart "the Industry Model for Poverty Reduction" arranged by the workshop organizer. Participating provinces learnt a lot from the TA study report introduction and they may apply the knowledge to their activities of poverty reduction in rural area.

During Project Design Extensive field consultations in selected rural poor counties of Gansu, Inner Mongolia, Guangxi, and Yunnan provinces. Field work and consultations done with LGOP officers. ADB internal interest group also formed with members from various departments to follow progress.
During Project Implementation Consultants undergoing field reviews and discussions in the four Western provinces and other locations where good examples of CDD, microcredit, East-West partner activities, and industrial transfer is occurring. ADB team met with them in two provinces and held consultations with Guangxi and Guandong provinces regarding proposed project for East-West poverty reduction to be submitted to NDRC.
Business Opportunities
Consulting Services The TA will recruit one international expert (2 person-months, intermittent) for randomized evaluation. Four national consultants (13 person-months, intermittent) will be recruited for CDD, rural finance, east west partnership implementation, and rural industrialization.
