|Project Rationale and Linkage to Country/Regional Strategy||
The proposed TA is consistent with the country partnership strategy and the 11th plan. It will address issues related to the protection of the rural environment, agricultural productivity, and the development of the central region in the PRC. These issues will remain top priorities in the government's reform agenda during the 12th plan, as announced by the government during the Fifth Plenary Session of the 17th Central Committee of the Communist Party of China, which ended on 18 October 2010.
The TA will focus on rural development challenges in the central region of the PRC. As Anhui and Hubei are currently preparing their 12th provincial plans, the two provincial governments requested ADB to assist in the formulation of their rural development strategies. The TA will assist Anhui in developing practical policies for improving the rural environment. In Hubei, the TA will help design and implement a pilot experiment that supports farmers through providing easier access to agricultural technical support services.

|Status of Implementation Progress (Outputs, Activities, and Issues)||
Anhui Component completed consultant recruitement process and conducted contract negotation on 22-23 November 2011. ADB signed the contract on behalf of the EA on 29 Novemeber 2011. Notice to Proceed was issued by the EA on 26 December 2011. Consultants were fielded on 10 January 2012.
Anhui component held mobilization/inception workshop on 29 February 2012. The interim report was submitted in October 2012 and approved by the EA and ADB in November 2012. The draft final report including executive summary is expected by mid-January 2013. The TA midterm review mission was fielded to Anhui on 24-26 January 2013. The TA final report review workshop was held on 25 September 2013. The final TA report bilingually was approved by EA in January and published in April 2014. Anhui component was completed by end of April 2014.
Hubei Component completed consultant recruitement process and conducted contract negotation on 2 December 2011. Notice to Proceed was issued by the EA in December 2011.
Hubei component conpleted the design of the website and is developing the program. Hubei component also completed a survey on the needs of farmers and suppliers of agrcultral production materials. The implementation of this component is on track.
Hubei component held the inception workshop on 15-16 February 2012, and completed two batches of equipment procurement. Hubei Component is progressing well and plans to (i) involve international experts in reviewing the computer program; (ii) strengthen the functions of contract-farming and rural financing; (iii) internal-test the computer program; and (iv) pilot the network platform. 1-year extension for the TA was endorsed to ensure quality TA outputs.
IT system acceptance check-up and dissemination meeting was held in Hubei on 26-28 March 2014. During the midterm review workshop on 2 July 2014, the EA requested to extend the TA by another 9 months until June 2015, which was approved by ADB afterwords. This extension allows the EA and the consultants to (i) complete the pilot-testing in villages, (ii) prepare the platform for rolling out across the Hubei province, (iii) train trainers to help farmers in the pilot villages, and (iv)refine the policy recommendations on improving the provision of agricultural technical support services to farmers.
The EA conducted a training to farmer representatives for the IT platform. The draft final report was under review by ADB and EA. The TA will be closed on 31 October 2015 as scheduled.

|During Project Implementation||The inception workshop of the Hubei component took place from 15-16 February 2012. Representatives from various government agencies, think-tanks and reseach institutions participated in the workshop. The component also conducted a survey on the needs of farmers and suppliers of agricultural production materials.|
The consultants will be engaged by the EA in accordance with its Guidelines on the Use of Consultants (2010, as amended from time to time).
Two consulting firms will be engaged to provide advisory and technical services to the Anhui and Hubei provincial governments, respectively. The two consulting firms will be engaged through the quality- and cost-based selection method using a quality cost ratio of 80:20 and a simplified technical proposal. The consultants for the Anhui component will include one international specialist in rural environment, and six national experts, namely, an environment specialist, a rural development specialist, an agriculture economist, a public finance economist, an energy specialist, and a water specialist. The consultants for the Hubei component will be an agriculture economist and a computer programming and networking specialist. In addition, a group of technical support staff will be recruited through a consulting firm to conduct a survey on farmers' needs for services, develop computer programs and databases, operate the website, and provide guidance to farmers in the pilot villages.
