Description The TA focuses on strengthening the capacities of key government agencies to address gender concerns in the planning, development, and implementation programs and projects to reduce gender disparities and increase gender equality results in SARD operations.
Project Rationale and Linkage to Country/Regional Strategy The Project will ultimately contribute to the realization of ADB's goals of achieving inclusive growth and poverty reduction, by increasing poor women's access to resources and training and their participation in decision-making mechanisms. This will be done through the creation of an enabling environment by DMCs whose key government agencies will be capacitated in gender-responsive governance.

During Project Design The gender specialists in SARD Resident Missions were consulted in the design of the C-TA. The C-TA was reviewed by various departments.
During Project Implementation Both the Social Development (Gender) Officers and Consultants are heavily involved in the implementation of the project, under the supervision of the SAOD-PR Senior Social Development Specialist.

Consulting Services All consultants will be recruited in accordance with ADB's Guidelines on the Use of Consultants (2007, as amended from time to time). No activity will be financed in any member country under this TA, unless and until a letter of no objection in respect of such activity has been received from the government of such member country.
