Description The small-scale project preparatory technical assistance (S-PPTA) is needed to: (i) carry out feasibility assessments of civil works, (ii) undertake financial assessment of franchise trust fund financing, and (iii) to carry out an institutional analysis of the safety program.
Project Rationale and Linkage to Country/Regional Strategy An S-PPTA grant of $225,000 will be provided to conduct the necessary analysis to prepare the proposed Second Community Water Transport Sector Project. Expected components will include: (i) technical, economic, social, and environmental assessments of civil works; (ii) financial assessment of franchise trust fund financing arrangements; and (iii) institutional analysis of the safety program. The outcome will be the identification of a sustainable project in the water tansport subsector to ensure delivery of safe, reliable, and affordable water transport services for passengers and cargo.

During Project Implementation Consultations and safety awareness activties will be carried out at the national level and for affected communities.
Business Opportunities
Consulting Services Under the PPTA, a total of 5 international consultants will be recruited individually in accordance with ADB's Guidelines of the Use of Consultants (April 2010, as amended from time to time) including: (i) Transport Planner/Engineer/Team Leader (3.0 person-months), (ii) Financial management specialist (1.0 person-month), (iii) Project Economist (1.0 person-month), (iv) Social and Gender Analysis Specialist (1 person-month), and (v) Environment Specialist (1.0 person-month). Services of consultants completed.
