Description The Project will improve physical access from rural areas of Savannakhet province with high agricultural potential to the EWEC and consequently the markets in Lao PDR and the neighboring countries. These improvements would reduce transport costs and increase agricultural competitiveness and profitability.
Project Rationale and Linkage to Country/Regional Strategy The project will directly reduce rural poverty and raise rural incomes by improving access to social and economic opportunities engendered by the EWEC. Agricultural produce would be cost effectively moved to the large markets of the EWEC. Agricultural surpluses will be produced from more diversified and more profitable crops. More arable land will be cultivated. Mobility of local people to access social services will increase. The management capacity for sustainable RTI investments will improve leading to sustained benefits over the RTI design life. Local enterprises will be strengthened to provide more cost effective implementation and local employment. Young engineers will be better equipped to develop and manage RTI to meet the needs of the local population and business communities.

During Project Design Consultations have been made during project design.
During Project Implementation Consultations have been conducted during implementation of the project.
Business Opportunities
Consulting Services A total of 98.5 person months (p-m) of consulting services (consisting of 25.5 p-m of international and 73 p-m of national) will be required. The bulk of the consulting services (23 p-m of international expertise and 71 p-m of national) will be recruited from a firm selected using QCBS at a ratio of 90:10 based on a full technical proposal. An individual independent consultant with expertise in agriculture and rural development and ADB processing (2 pm) shall be recruited to assist both the Government and ADB for project quality and processing. A representative of Environmental Operations Center (EOC) shall be recruited (0.5 pm) to scope the potential for developing a construction materials database for Savannakhet Province. These last two will be hired using the standard procedures for recruitment of individual consultants under technical assistance grants.
