Description ADB approved $2.5 million grant from the Japan Fund for Poverty Reduction (JFPR) on 19 August 2010 for livelihood improvement of internally displaced people due to the conflict in the North. The Project is effective from 26 October 2010 after signing of the letter of agreement by the Government. The primary objective of the project is the restoration of livelihood of resettled internally displaced people (IDP) in the north through provision of temporary income-earning opportunities. The project will (i) support the rehabilitation and maintenance of 200km of field irrigation canals (FICs) and 100km of rural access roads (RARs), thereby enabling 2,500 families of resettled IDP to receive cash benefits for restoration of their original livelihoods and employment in the agriculture sector; (ii) provide training for 2,000 IDP in agriculture-related subjects focused on improving productivity and access to markets including value-addition methods; and (iii) promote saving habits among IDP, leading to investment in sustainable ventures, including income-generating activities. All activities will be carried out in consultation with central and provincial government authorities and IDP. The project will be implemented taking into account the ongoing development programs and approaches of the government and development partners in the project area.

Status of Implementation Progress (Outputs, Activities, and Issues) The project has accomplished and exceeded its' targets by rehabilitating 90 km of field irrigation canals (FICs) and 518 km of rural access roads (RARs) thereby 3,323 families of resettled IDP had received cash benefits for restoration of their original livelihoods. Training provided for 2,256 IDPs in animal husbandry, agriculture related subjects and skill development such as driving and tailoring. Majority of the IDPs have utilized their savings for income generating activities leading to entrepreneurships and investment in sustainable ventures. CBOs are now equipped with tools and experience members to maintain FICs and RARs of their own villages. With ADB concurrence PMU has purchased the 6 combine harvesters for the benefit of farmers in the project area.

During Project Design The project team had a series of discussions with government agencies, and consultation with the Embassy of Japan, the World Bank, the Japan International Cooperation Agency,a and resettled IDP. Based on the outcomes of discussions, the team reached an understanding with the government and development partners on the objective, scope, implementation arrangements, costs and financing plan, and terms of reference of the JFPR-funded project. The Sri Lanka Resident Mission is responsible for the preparation of the proposed project and for consultation and coordination with the Embassy of Japan and other international agencies deemed necessary for successful implementation of the project. The Ministry of Economic Development (MOED) will coordinate the project at the national level and provide information on project activities to development partners and other government agencies. The project team also consulted the national task force for rehabilitation of the north. A project coordinating committee will be established under the MOED with representatives from key stakeholders and ADB. The exact composition of the committee will be determined at the inception of the project.
