Summary

ADB is supporting a project in Kiribati that will upgrade the road network in South Tarawa, a series of islets located along the southern rim of Tarawa Atoll. The project will rehabilitate 32.5 kilometers of main road and 10 km of feeder roads. It will also train and equip community-based enterprises for road maintenance.

Project Outcome

Description of Outcome
Progress Toward Outcome As at February 2016 physical works are approximately 70% completed progress against 85% elapsed time. Progress since the last mission was hampered by equipment breakdown at the asphalt plant and delays due to wet weather. A opening ceremony was held on 29 February; however complete completion of the works is estimated to be done by June 2016.

Works are still well behind the original schedule with approximately 70% financial progress against 85% elapsed time. Progress since the last mission was hampered by equipment breakdown at the asphalt plant and delays due to wet weather. The current estimated contractual completion date is April 11, 2016, however this is expected to be extended into June 2016 with the instructed additional works in Betio and Bairiki. The Contractor, Engineer and GoK are aware that the maintenance component of the project is critical to ensure the sustainability of the road investment. This has progressed since the last mission, with the Contractor submitting a proposal detailing how they will implement the contractual requirements.

Project loan closing date is 31 August 2016; whereas the grant closing date is 28 February 2017.

Summary of Environmental and Social Aspects

Environmental Aspects The project EMP has been updated to Revision 6. The EMP was been amended to include details of the additional alignment and notes that the road repairs will be undertaken within the confines of the existing kerb. The Contractors Environmental Management Plan is routinely being monitored. The IA provides monthly compliance reports and no major issues to date.
Involuntary Resettlement To the extent possible, the rehabilitated roads are designed for construction on the current road alignment and any resettlement or compensation for economic loss required will be undertaken in accordance with the updated resettlement plan. To date, compensation for loss of land and assets, has been paid for 96% of affected persons 326 in total. An escrow account has been established for compensation of the remaining 13 affected persons as and when the pending court cases are resolved and when affected persons are traced.
Indigenous Peoples The project is classified as category C. The people of South Tarawa are from a single ethnic group. There are no customary, cultural, economic, social, or political institutions that set South Tarawa apart from the rest of Kiribati society.
