Description

The physical outputs of the Project will be (i) the rehabilitation or upgrading of the road network in South Tarawa, and (ii) trained and equipped community-based enterprises for road maintenance. The project will rehabilitate 32.5 kilometers (km) of main road and 10 km of feeder roads on the atoll of South Tarawa. The Executing Agency is Ministry of Finance and Economic Development and the Implementing Agency is Ministry of Public Works and Utilities.

Project Rationale and Linkage to Country/Regional Strategy

The development priorities set out in the Kiribati Development Plan 2008-2011 are economic growth and poverty reduction, along with creating a sustainable environment, and better governance and infrastructure. The plan aligns with ADB's core specializations of infrastructure and environment, including climate change, under Strategy 2020 as well as its drivers of change - private sector development and good governance and capacity development. The Kiribati country partnership strategy 2010-2014 aims to support the government in three key plan areas - economic growth and poverty reduction, the environment, and infrastructure. Poverty reduction is to be achieved by promoting economic opportunities through more efficient public financial management and creating more and better access and delivery of sustainable infrastructure services.

The socioeconomic conditions of the population of South Tarawa have improved.

Project Outcome
Description of Outcome

The population has sustainable access to a safe, well-maintained road network in South Tarawa.

Progress Toward Outcome Physical works were completed on 28 November 2016 and the defects notification period (DNP) will end on 28 November 2018. In August 2017, the contractor engaged three local subcontractors to provide routine maintenance clearing drainage, roadway, repairing unpaved roads, trimming vegetation, and maintaining road furniture. The microenterprise TA consultant (WB-funded)continues to provide advisory services, as well as training for the subcontractors that will likely continue post-DNP. Progress on road safety reforms continues to be a priority across the road sector authorities. The project is on track to satisfactorily achieve the outcome.

Status of Implementation Progress (Outputs, Activities, and Issues)

1. Road network upgrades completed, and the DNP ends in November 2018.

2. Subcontractors have been engaged by the contractor to provide routine maintenance, while also being targeted for private sector capacity development, and assisting the Ministry of Infrastructure and Sustainable Energy (MISE) (formerly MPWU) to strengthen their capacity to manage the tender process and contract administration.

3. The MISE continues to provide efficient implementation support and is supported by the Technical Auditor/Advisor (WB-funded)

Environmental Aspects The project EMP has been updated to Revision 6. The EMP was been amended to include details of the additional alignment and notes that the road repairs will be undertaken within the confines of the existing kerb. The Contractors Environmental Management Plan (version N) is routinely being monitored. The Ministry of Environment, Lands and Agriculture Development's Environment and Conservation Division have had no significant compliance issues throughout the project implementation period. The IA provides monthly compliance reports and no major issues to date.
Involuntary Resettlement To the extent possible, the rehabilitated roads are designed for construction on the current road alignment and any resettlement or compensation for economic loss required will be undertaken in accordance with the updated resettlement plan. To date, compensation for loss of land and assets, has been paid for 96% of affected persons 326 in total. An escrow account has been established for compensation of the remaining 13 affected persons as and when the pending court cases are resolved and when affected persons are traced.
Indigenous Peoples The project is classified as category C. The people of South Tarawa are from a single ethnic group. There are no customary, cultural, economic, social, or political institutions that set South Tarawa apart from the rest of Kiribati society.
