Summary

The technical assistance (TA) will support efforts to enhance the development results from foreign aid. It will operationalize an international standard aid information management system (AIMS). The AIMS will help raise the effectiveness of development partner assistance by improving information flows and providing a more effective tool to guide development partner activities. This will assist implementation of the Government's plans, strategies and polices and in turn increase the rate of development and of poverty alleviation.

Description The technical assistance (TA) will support efforts to enhance the development results from foreign aid. It will operationalize an international standard aid information management system (AIMS). The AIMS will help raise the effectiveness of development partner assistance by improving information flows and providing a more effective tool to guide development partner activities. This will assist implementation of the Government's plans, strategies and polices and in turn increase the rate of development and of poverty alleviation.
Project Rationale and Linkage to Country/Regional Strategy The aid information management system (AIMS) is to provide data and information on development partner activities. It will be linked to the Government's financial management system, thus enhancing the link between the Budget and development partner activities. The planning and management tools of the AIMS will support Government decision-making processes on resource allocation, help the targeting of priorities and avoid the duplication or overlap of activities. It will assist the multi-year programming of foreign aid and increase aid predictability. Improved predictability will in turn enable the Government to improve planning for service delivery and facilitate longer term enhancements of public finance management practices.

Consulting Services International and national consultants will be selected and engaged by ADB in accordance with its Guidelines on the Use of Consultants (2010, as amended from time to time). Disbursements under the TA will be made in accordance with ADB's Technical Assistance Disbursement Handbook (2010, as amended from time to time). The lead development adviser, development adviser(s), and communication and liaison officer will be appointed on an individual basis.
