Summary

Description

The TA will provide resources for more informed policy making by establishing a knowledge base through research and analytical studies. It will also facilitate wider discussion of policy issues nationally, and provide the government with a forum to elicit views and insights of regional and international experts through seminars and workshops. The scope of the TA will cover (i) providing assistance for policy research and analysis, data collection, and information dissemination; and (ii) creating a forum for policy dialogue and analysis through a partnership with the key stakeholders. The TA will help improve the government's economic policy reform agenda by evaluating policy reforms and providing feedback on implementation, recommending new ideas and policy options to policy makers, assisting policy makers in analyzing and responding to regional and global economic challenges, and fostering constructive policy dialogue between the government and research institutions within the country and in the region.

The main output of the TA will be five seminars and conference on policy issues facing Sri Lanka. National, international, and regional resource persons will prepare background

discussion papers on these issues and provide alternative policy options for discussion at the seminars and conferences. Key policy makers, academics, representatives of development partners, and other stakeholders will be invited to participate in the seminars and conferences. The other output of the TA will be the publication of a number of books and papers on policy issues, and documented proceedings of seminars and conferences. To follow up on the seminars and conferences, ADB will hold continuous dialogue with the policy makers and assist them with the sequencing and implementation of policies. ADB will also use the TA to give extensive press and media coverage on the major themes discussed in the seminars and conferences.

Project Rationale and Linkage to Country/Regional Strategy

The impact of the TA will be better policy formulation on a range of economic issues confronting Sri Lanka, so that medium-term economic growth accelerates and poverty is

reduced rapidly. The outcome of the TA will be wider discussion and awareness of policy issues within the country. It will also encourage participation of stakeholders in policy formulation and hence facilitate broad support for the policies. The policy makers will be able to examine international best practice policy options and adopt those that suit Sri Lanka. The TA will also provide opportunities for Sri Lanka to tap regional and international expertise through resource persons for seminars and discussions, to improve economic policy formulation and implementation in Sri Lanka.

Progress Toward Outcome The project was succesful in addressing gaps in statistics and capacity in national planning. It supported the Government to prepare regional accounts data, prepare an updated Input Output (I-O) table, and undertake a preliminary economic analysis based on the I-O table (Subprojects 1-3). It also provided support to the Government to market PPP projects at the Common Wealth Heads of Government Meeting (CHOGM) Business Forum in November 2013 (Subproject 4). The project also focused on PPP capacity building at the National Planning Department staff and supported Government's PPP project pipeline (Subprojects 5-6). With the assistance of the consultants and resource person hired under various subprojects, the project was able to have wider policy discussion with the government officials.

Status of Implementation Progress (Outputs, Activities, and Issues)

The subprojects of the TA were revised as follows:

- Subproject 1: Preparation of Regional National Accounts

- Subproject 2: Preparation of Input-Output (I-O) table for Sri Lanka

- Subproject 3: Economic Analysis with I-O table for Sri Lanka

- Subproject 4: Common Wealth Heads of Government Meeting (CHOGM) Business Forum

- Subproject 5: Model PPP Project with the Water Treatment Plant at the Seethawake Special Economic Zone

- Subproject 6: PPP Capacity Building for National Planning Department (NPD) Staff and Support for PPP Project Pipeline

Subproject 1-3 were implemented mainly by the Department of Census and Statistics (DCS) and prepared provincial GDP data, I-O table, and economic analysis with the I-O matrix. The final I-O workshop was completed in August 2014, and was attended by participants from the DCS, National Planning Department, University of Colombo and Institute of Policy Studies. The final I-O Report was submitted to ADB after incorporating the comments received from a wider audience. The subproject also provided training sessions, computers, hard disks and software for DCS and NPD.

Subprojects 4-6 were included into the TA in November 2013. Subproject 4 supported the Government to showcase model PPP projects at the Business Forum of the Commonwealth Head of Government meeting (CHOGM) in November 2013. Under subproject 5, the Feasibility Study (including PPP Business Models) for capacity enhancement of water and wastewater treatment plants at the BOI Seethawake Special Economic Zone was prepapred and discussed with the National Planning Department and BOI. Subproject 6 targeted the staff of National Planning Department to enhance their knowledge on the subject PPP and to identify suitable PPP cadidate projects.
