Summary

A project preparatory technical assistance (PPTA) for the proposed project will (i) conduct due diligence (i.e., technical, economic, social and poverty and environmental assessments), cost estimation and development of a procurement plan of civil works for navigational aids (navaids) improvement; (ii) conduct technical assessments, cost estimation and development of a procurement plan of goods, equipment and survey related to safety information infrastructure, including automatic identification system and meteorological sensors and hydrographic charts; (iii) analyze the National Maritime Safety Authority (NMSA) and other stakeholders including communities and ship operators to identify required actions to strengthen their operation and technical capacity and thus safety and environmental protection in Papua New Guinea (PNG).

Project Rationale and Linkage to Country/Regional Strategy NMSA has identified navaids mainly along coastlines including 137 light structures and 162 small day-markers and light beacons, to be improved and installed to scale up the safe and efficient environment for maritime and waterways transport. NMSA also requires an improved transport control, monitoring and surveillance system (i.e., automatic identification system), meteorological sensors and wide coverage of hydrographic charts to reduce the risk of accidents, loss of lives and negative environmental impacts, and the costs of shipping services as traffic volume increased. To operate the new systems and expand the charts, it is necessary for NMSA to upgrade technical and management skills, while NMSA is in the process of establishing systems for more rigorous and quantitative monitoring. The proposed project to respond to those requirements is expected to produce benefits for remote rural population, as well as for national and international populations, by improving the environment for safe and efficient shipping services, including those of the franchise shipping scheme under the ongoing and upcoming community water transport projects. Transport sector development, including the improvement of existing maritime and waterways transport infrastructure, is a national priority in the PNG government's Development Strategic Plan 2010-2030, and Medium-Term Development Plan 2011-2015. Transport is also a strategic priority in ADB's PNG Country Partnership Strategy 2011-2015.

During Project Design Government agencies and NMSA were consulted to develop a project concept. During PPTA, development partners and communities will be consulted to further improve the project design.

Consulting Services

The PPTA will finance the services of eight international consultants for a total period of 17 person-months for the activities described in para. 2. About 5 months of counterpart staff services will be provided by the executing agency (EA), i.e., NMSA. Consultant selection will be via quality- and cost-based selection procedures with 80:20 weighting for quality and cost, respectively. ADB will engage consulting services for the PPTA in accordance with ADB's Guidelines on the Use of Consultants (2010, as amended from time to time) for the selection and engagement of international consultants.

The EA will be the NMSA. The consultants will work together with NMSA staff. The EA will provide in-kind resources through the provision of full time counterpart staff, office space and administrative support, logistics and local transport. Regular tripartite (NMSA, ADB and consultants) meetings will be held to ensure coordination.
