Summary

The TA is designed to support the strategic development focus of the Government and ADB for sustainable and inclusive growth through knowledge management, aimed at enhanced operational effectiveness. The ADB portfolio in Bangladesh has aimed at poverty reduction and inclusive growth through support for creation of physical and social infrastructure. There is a strong need to analyze linkages and impacts to ensure enhanced operational efficiencies.

The expected impact of the TA is to create an enabling environment for sustainable and inclusive growth through knowledge management and capacity enhancement. The outcome will be reflected in the enhanced operational effectiveness of ADB's Bangladesh portfolio. This creation and integration of knowledge will focus on key areas of operational relevance such as project/program management, result based portfolio management, social and environmental safeguards and financial management of the ADB Bangladesh program.

Project Rationale and Linkage to Country/Regional Strategy

Capacity development through knowledge transfer is necessary for enhanced operational effectiveness. The TA will address the strongly felt needs of the Government and ensure client responsiveness by supporting capacity enhancement in executing agencies (EA). In many ongoing projects, a cause cited for operational delays is the lack of adequate information and understanding of ADB policies and procedures in the EAs, including social safeguards, procurement, consultant recruitment, and financial management. The TA will address this gap.

Result from the country portfolio review mission in 2009 demonstrated the need for improvement in several areas including procurement, recruitment of consultants, monitoring and evaluation, management for development results with a strengthened result focus, risk management and aid effectiveness

Status of Implementation Progress (Outputs, Activities, and Issues)

2010 Country Portfolio Review Mission (CPRM) and two Tripartite Portfolio Review Meetings (TPRM) were held in November 2010 and March 2011 in Dhaka, Bangladesh. The next TPRMs are scheduled to be held in September 2011 and November 2011, respectively.

Two procurement workshops and one procurement clinic were held in March, April and May this year respectively. The next workshop will be held in July 2011.

Consultants are being recruited for environmental safeguard orientation.

Subprojects for organizing resettlement workshops and for providing support to FAPAD are being prepared/approved.

During Project Design The Government of Bangladesh (the Government) requested the Asian Development Bank (ADB) to provide technical assistance (TA) to support further integration of knowledge management into various aspects of ADB operations in Bangladesh to enhance operational efficiency. During consultations, ADB and the Government reached an agreement on the impact, outcome, outputs, implementation arrangements, and cost and financing arrangements for this TA.

Business Opportunities
Consulting Services Individual national short-term consultants (1-3) will be hired on a need basis. International expertise will be co-opted in the form of resource persons, as and when required. The short-term consultants engaged under the TA will be recruited by ADB in accordance with its Guidelines on the Use of Consultants (2010, as amended from time to time) following consultants' qualifications selection.
