Summary

This TA will support the design of road maps for three key sectors, urban services, energy and transport, in CWRD countries. These 3 sectors are of paramount importance to develop a strategy of diversification and structural upgrading, as envisaged by the governments of the region. For reasons of priority, the TA will finance country road maps for the three sectors for two countries: Kazakhstan and Uzbekistan.

Road maps will play a key role in systematizing sector analyses and strategies that inform country partnership strategies, country operations business plans, project and program reports, and related results frameworks. Their preparation is an integral part of the sector and thematic work needed for country and project planning. They will facilitate better alignment with DMC plans and priorities and with ADB's Strategy 2020. They will also provide the basis for sector division and resident mission dialogue with DMC clients.

The impact of the TA will be a series of mutually agreed-upon well-informed country strategies based on analytically sound sector road maps, as well as the formulation and implementation of country partnership strategies, regional cooperation strategies, and development plans by participating governments and ADB. The outcome of the TA will be a framework and vision for modern and competitive transport, energy, and urban infrastructure and services in Central and West Asia.

Project Rationale and Linkage to Country/Regional Strategy The road maps developed with the TA will provide a link with the countries development plans, in particular with the objectives to invest in infrastructure to create capacity, and to diversify exports. Diversification ranks high in the agenda of most countries in the Central and West Asia region. Development entails shifting resources from the less productive activities of the economy, typically agriculture, into industry and services. In this process, countries upgrade and diversify their production and export structures, become more urbanized, and people migrate from rural to urban areas.
Impact ADB and participating governments are adequately guided in formulating and implementing country partnership strategies, regional cooperation strategies, and development plans.

Status of Implementation Progress (Outputs, Activities, and Issues)

International Consulting Firm (FEUZ) and local consultants (ERI) in Kazakhstan and (UNICON) in Uzbekistan were engaged in July 2011 and Sepetmeber, respectively.

Field trip visits to the two countries were conducted from 8-22 October 2011. The international consultants visited Uzbekistan (7-16 October) and Kazakhstan (16-23 October) to meet companies and Government Agencies. The objectives of these meetings were: (i) to complete the data collection process, initiated in July; (ii) to validate data gathered from international sources; and (iii) to obtain officials' visions of where the two countries could be 30 years from now. Both filed trips were successful and the targets were mostly achieved. A streamlined and effective communication and flow of information and data have continued until now.

The international consultants visited ADB Headquarters in Manila during 7-11 November 2011. The objective was to discuss the status of the Project and to obtain feedback and guidance from ADB. Fruitful exchange of viewpoints on a sector by sector basis took place along the week. The main achievements during the week were discussed in a final seminar with CRWD representatives.

Dissemination workshops were held in Tashkent and Astana in October 2012 to seek feedbacks and/or concurrence from both KAZ and UZB govts on the findings of the project. The reports for KAZ and UZB were finalized and submitted in December 2012.
