Progress Toward Outcome All consultants under the TA have been engaged and mobilized. TA Consultants have been in constant coordination and communication with relevant government agencies to ensure achievement of TA outcomes as well as to assess capacity building gaps that will contribute to the design of training programs and workshops that will be conducted during TA implementation.

Consultants assessed the existing capacity of government agencies and project staff and have designed workshops based on these assessments.

Consultants are in constant coordination with project implementation staff to build their capacity in project management.

The Water Resources Strategy and Management Specialist (international) prepared a draft country water assessment which can help ADB formulate a strategy for improving water resources management in Afghanistan. A national water resources strategy and management specialist was also recruited to help complete the country water assessment.

The Financial Management Specialist has prepared a model for financial management reporting which will be applied to all ANR projects in Afghanistan to ensure consistency and compliance to ADB guidelines on financial management of projects.

A capacity building plan is being implemented, which includes training of both PMO and government staff in India. The trainings were mostly on project management and implementation of ADB's safeguards policy.

The TA has been extended from 31 Dec 2014 to 31 Dec 2015. While work is ongoing to further extend the TA closing date and allocate additional funding from WFPF resources to expand the scope of achievement.

During Project Design The TA design was done in consultation with the (i) Ministry of Energy and Water; (ii) Ministry of Agriculture, Irrigation and Livestock; and (iii) Ministry of Rural Reconstruction and Development to identify institutional gaps in the ANR sector to ascertain where ADB can help build capacity in the implementation of ANR projects in the country.
During Project Implementation Consultants working on the TA are in constant contact with staff and officials from the three government agencies. Consultations with the three government agencies and other key stakholders are ongoing. The outcomes of these consultations will provide inputs for the design of trainings and workshops which the TA will also support and will be done towards the end of TA implementation.
Business Opportunities
Consulting Services A total of 30 person-months of international and 24 person-months of national consulting services in project management, water resources engineering and management, and financial management will be required over a period of 24 months for the technical assistance (TA). Additional inputs of 3 person-months of national consulting services are also provided for specialists who have in-depth skills and knowledge to assist with the TA work program as identified and agreed during TA implementation. Qualified individual consultants will be recruited by the Asian Development Bank (ADB) following its Guidelines on the Use of Consultants (2010, as amended from time to time).
