Progress Toward Outcome The CDTA has contributed to the following: (i) drafting of a water resources sector development strategy; (ii) drafting recommendations for capacity-building activities which include focused and on-the-job training with continued day-to-day project management and administration support, including coordination with the main stakeholders to improve project implementation; and (iii) supporting relevant project management units in the implementation of natural resources projects in Afghanistan. Under Output 1, participation of government and project staff in four trainings (41 participants) on ADB policies and guidelines has been funded by the TA.

The CDTA has contributed to the following: (i) drafting of a water resources sector development strategy; (ii) drafting recommendations for capacity-building activities which include focused and on-the-job training with continued day-to-day project management and administration support, including coordination with the main stakeholders to improve project implementation; and (iii) supporting relevant project management units in the implementation of natural resources projects in Afghanistan. Under Output 1, participation of government and project staff in four trainings (41 participants) on ADB policies and guidelines has been funded by the TA.

All consultants under the TA have been engaged and mobilized. TA Consultants have been in constant coordination and communication with relevant government agencies to ensure achievement of TA outcomes as well as to assess capacity building gaps that is contributing to the design of training programs and workshops which being conducted so far.

During Project Design The TA design was done in consultation with the (i) Ministry of Energy and Water; (ii) Ministry of Agriculture, Irrigation and Livestock; and (iii) Ministry of Rural Reconstruction and Development to identify institutional gaps in the ANR sector to ascertain where ADB can help build capacity in the implementation of ANR projects in the country.
During Project Implementation Consultants working on the TA are in constant contact with staff and officials from the three government agencies. Consultations with the three government agencies and other key stakholders are ongoing. The outcomes of these consultations will provide inputs for the design of trainings and workshops which the TA will also support and will be done towards the end of TA implementation.

Business Opportunities

Consulting Services A total of 30 person-months of international and 24 person-months of national consulting services in project management, water resources engineering and management, and financial management will be required over a period of 24 months for the technical assistance (TA). Additional inputs of 3 person-months of national consulting services are also provided for specialists who have in-depth skills and knowledge to assist with the TA work program as identified and agreed during TA implementation. Qualified individual consultants will be recruited by the Asian Development Bank (ADB) following its Guidelines on the Use of Consultants (2010, as amended from time to time).
