Description The S-PPTA will complete due diligence, update the economic analysis and supplement the documents for safeguards to secure processing of the loan.
Project Rationale and Linkage to Country/Regional Strategy ADB was requested for additional funding to upgrade more roads identified in the State Highways Development Program of Bihar. Under L2443- IND: Bihar State Highways I, 820 km of state highways are being rehabilitated and reconstructed. In the second loan, approved in September 2010, a prioritization of roads had to be carried out due to restricted funds. However, a road prioritization study revealed that many of the roads that were not selected would also satisfy conditions for ADB financing. The government has requested ADB to include a third loan for Bihar State Highways sector to finance these roads.

During Project Design Community meetings and focus group discussions were organized during the course of the social assessment under PPTA-7198-IND. These involved men, women, farmers, indigenous people, schedule castes, high income groups, poor, shopkeepers, and truckers etc. to ensure a comprehensive perspective on the project as well as its impacts. Other key stakeholders such as Panchayati Raj members such as village sarpanch, village level health workers, Block Development Officers, health worker, school teachers etc. were also consulted by means of key stakeholder discussions. In addition, consultations were undertaken with the affected households and communities during the course of the resettlement census survey of all affected people along all Project roads.

Consulting Services The PPTA will be carried out by three individual consultants in the field of (i) transport economist (international, 2 person months), (ii) resettlement and rehabilitation (national, 6 person months) and (iii) environmental assessment (national, 6 person months). The consultants will be recruited in accordance with ADB's Guidelines on the Use of Consultants.
