Progress Toward Outcome

The first phase of the TA which included project planning and management capacity building was completed in September 2014.

Recruitment of consultants for the second phase of the TA - updating the FSM Infrastructure Development Plan and strengthening the frameworks for prioritization and selection of infrastructure projects at the State and National level was completed in February 2015 and the consultants fielded in March 2015..

Systems and procedures for project planning, design and management are agreed upon between DTCI and state utilities.

DTCI staff resources have the knowledge and skills in selected areas to plan, design, and oversee program execution.

Consulting Services ADB will be the executing agency (EA) for the TA. The implementation agency (IA) will be DTCI. The TA will provide 24 person months of international consultants hired on an individual consultant basis with expertise in (i) institutional strengthening and development, and (ii) infrastructure management capacity development, with experience within the infrastructure sector and 3 person-months of short term intermittent international consultants with capacity development expertise. A national consultant with capacity development expertise will be hired for 12 person-months on an intermittent basis. Consultants will be engaged by ADB in accordance with the Guidelines on the Use of Consultants (2010, as amended from time to time.) All procurement will be done in accordance with ADB's Procurement Guidelines (2010, as amended from time to time). Proceeds of the TA will be disbursed in accordance with the TA Disbursement Handbook (2010, as amended from time to time).
