Summary

Project Rationale and Linkage to Country/Regional Strategy

Tranche 2 will closely reflect the type of outputs in Tranche 1, supporting the achievement of the envisaged outcomes and impacts of the overall MFF. However, the proposed Tranche 2 road sections significantly differ from the Tranche 1 roads in scale, being more than twice the size of the road sections funded in the first tranche.

Given the significant scale of the Tranche 2 subprojects, time constraint, and limited capacity of MPW in this regard, ADB support for undertaking safeguards due diligence for processing of Tranche 2 through the S-PPTA is warranted on an exceptional basis. This will mitigate associated project readiness risk and promote achievement of the impact and outcomes of the TNDIP. Lessons learned from past ADB financed projects in Afghanistan show that additional resources spent in project readiness helps avoid implementation delays.
