ADB is supporting the development of bankable and commercially viable public-private partnerships (PPP) in Viet Nam. A project development facility will be established to fund preparatory work for proposed PPP projects, which include pre-feasibility studies, feasibility studies, and the engagement of advisors.  The enabling framework and institutional capacity for PPPs will also be strengthened.

Description The project entails the use of an ADF project loan of $20 million to fund the establishment of a Project Development Facility (PDF) that would help bring bankable PPP projects to the market. The PDF would be used by government ministries / project sponsors to fund PPP project preparation activities which include pre-feasibility studies, full feasibility studies and the engagement of transaction advisors who would structure deals to bring to the private sector for bidding.

PPP Steering Committee was established under the chairmanship of a Deputy Prime Minister.

Decree 15 on PPP was issued in 2015.

A decree 30 on investor selection was issued in 2015.

Decree 15 on PPP provides provision PPP modality in various infrastructure sectors.

A decree 15 on PPP has provision on SOE participation.

4 PPP flagship projects have been identified for using the PDF resources. MOT and MPI are coordinating to engage panels of advisors for preparation.

MOF and MPI reached the agreement of keeping the revolving mechanism and a PDF guideline was issued in April 2017. Since this pending issue was resolved, the LA shall not be amended.

A shortlist of 18 PPP projects has been finalized.
