Progress Toward Outcome

Inter-ministerial Steering Committee for PPPs chaired by the Deputy Prime Minister has been established and became operational. The committee identified a shortlist of 7-10 projects that will be a priority for development as PPPs.

Decision 71 and Decree 108 are being consolidated in one comprehensive decree on PPPs that is being developed under MPI leadership. Additionally, the government has progressed well in the development of a decree on selection of investors for PPP projects.

Status of Implementation Progress (Outputs, Activities, and Issues) Last review mission was undertaken in July 2014. Its major findings are: (i) implementation of component 1 has started i.e. consultants under the technical and legal packages have been recruited for total of $4.1 million, (ii) under component 2 on the project development facility, the TORs for the selection of panel of transaction advisors is being finalized with establishment of the panel planned by end 2014, (iii) MPI has intiated selection of transaction advisors for its e-government procurement PPP project; (iv) work has progressed well on completion of the joint MPI-MOF circular on the project development facility, (v) work is progressing on mainstreaming the viability gap funding concept in the existing public investment programming and budgeting systems of Viet Nam; (vi) there is a need to update the contract awards and disbursement projections to reflect the actual project status; (vii) need for MPI to closely monitor compliance with loan agreement covenants and counterpart funding.

Consulting Services As of the last August mission, the mission and the EA discussed progress recruiting consultants. It is anticipated a core team of consultants will be recruited under the loan in the first quarter 2014 to support the PPP Office and scale up project preparation and implementation. The core team is being recruited through a technical package and a legal package. The EA has received 27 expressions of interest (EOIs) for the technical package and 14 EOIs for the legal package. The EA intends to submit shortlists of consultants to ADB and AFD on Friday 30 August. The EA is receiving assistance from a national consultant from VRM to recruit the core team using the QCBS method of procurement. The EA was advised by the mission that ADB is in the process of engaging an international PPP procurement consultant to provide support in the areas of: (i) recruiting the core team of technical and legal consultants, and (ii) preparing the necessary documentation and assisting the EA implement the process for: (a) engaging 3-4 consultant teams to prepare prefeasibility studies, and (b) establishing a panel of prequalified consultants based on indefinite delivery contracts. It is anticipated the PPP procurement consultant will be mobilized on 23 September at the same time as the international PPP financial consultant.
