Summary

This CDTA is part of ADB's support to the Government of Bangladesh in developing and implementing the policies and procedures needed to operationalize its recently adopted PPP program. The CDTA will assist the government in developing and implementing a communication strategy supporting PPP policy in Bangladesh, that clearly and efficiently solicits input and disseminates information both among internal government and external public and private stakeholders.

Project Rationale and Linkage to Country/Regional Strategy

In its desire to deliver good news to its constituents, the government has made ambitious announcements regarding new infrastructure projects typified by aggressive project bidding and construction schedules against which the government cannot reasonably be expected to deliver. Such pronouncements are often made ad hoc by various ministries at all levels of government which the national media eagerly disseminates. There appears to be an imbalance between the aspirational targets the government has set for project delivery and the hard technical and commercial realities of developing, financing and constructing complex infrastructure projects. Against this backdrop, public confidence in the government's ability to timely deliver public services is uncertain.

There is a clear need for the government to improve (i) how it communicates with and engages stakeholders, (ii) how it conveys information regarding PPP projects to the public at large, and (iii) perhaps most importantly vastly improve intra-governmental communication and understanding regarding the nature of the government's evolving PPP program, the practicalities of project development, and the realities of private participation in infrastructure.

Impact Government of Bangladesh (GOB) achieves increased stakeholder acceptance of and participation in the PPP program.

During Project Design
During Project Implementation Stakeholder focus groups and forums near inception will be organized to aid in understanding the current status of perception of the government's historic PPP efforts and again near completion in order to facilitate dissemination of results of both the PPP program evolution and to exercise the communications program developed under this TA.
Business Opportunities
Consulting Services The consultants will be based in the PPPO. The TA will be implemented from April 2011 to September 2011. One international consultant for 5 person-months, and one national consultant for 6 person-months will be recruited on an individual basis. ADB will engage the consultants in accordance with its Guidelines on the Use of Consultants by ADB and its Borrowers, 2010, as amended from time to time, and other arrangements satisfactory to ADB for engaging individual consultants.
