Description The project will contribute to an environmentally sustainable and multimodal transport system developed in Anhui province. The outcome of the project will be an efficient, safe and affordable multimodal transport sytem developed in Wangjiang Demonstration zone.
Project Rationale and Linkage to Country/Regional Strategy The proposed project seeks to improve the condition of the transport network within the Wangjiang Demonstration Zone in Anhui province to create an integrated intermodal sustainable transport system. It will focus on improving the navigability of waterway sections that have been identified as bottlenecks and upgrading and rehabilitating road network sections along Wangjiang River. It will also introduce safety improvements for the road network and inland water transport (IWT) system, and support institutional capacity development of the implementing agencies focusing on improving environmental monitoring and management

During Project Design

During project design, stakeholder communication and consultation is being conducted to ensure timely information to communities, project affected households and all relevant agencies. The project agencies are disseminating information about development plans and how

this project complements the same for ensuring better social and economic status of the communities and project

beneficiaries. Modes of consultation and participation include organizing key informant interviews and focus groups and such other modes of direct consultation with affected communities. The consultations will help influence the design of the road infrastructure and will be extensively conducted in the towns and settlements through which the roads pass.

During Project Implementation The consultation and participation plan will facilitate the consultation process during project implementation.

Consulting Services

All procurement to be financed under the ADB loan will be carried out in accordance with ADB's Procurement Guidelines (2010, as amended from time to time). All consultant services will be recruited using quality and cost-based selection in accordance with ADB's Guidelines on the Use of Consultants (2010, as amended from time to time).

The PPTA will be implemented using a combination of individual consultants and an international consulting firm. Individual consultants will be engaged for selected activities such as road safety and logistics.
