Description The TA will prepare a master plan for Chittagong Port with an agreed overall framework for port development under possible development scenarios and support the integrated intermodal port development on the maritime side as well as on the land side of the port based on an updated traffic forecast.
Project Rationale and Linkage to Country/Regional Strategy The Government recognized the importance of integrated intermodal systems under the draft Integrated Multimodal Transport Policy. Port development provides significant opportunities for improvement to intermodal transport systems and logistics services, and hence enhances efficiency of economic activities. Ports development also provides opportunities of expanding regional trade. ADB's strategy in the transport sector includes promotion of multimodal transport systems and trade by developing regional links and cross-border facilities.

The contract with the consulting firm was signed on 2 July 2013 and the consultant was mobilized on 25 July 2013.

An inception mission for the TA was fielded on 29 and 30 July 2013. The visits enabled to determine the need for efficiency improvement in the existing and planned terminals of Chittagong Port by introducing more efficient port operations and handling practices. To accommodate this and to address the needs of Chittagong Port Authority, the scope of works and implementation timeline have been adjusted.

In order to fully address the needs of the client and achieve the expected outcomes of the TA by preparing the long-term development plan for Chittagong Port, the TA completion period was extended to 30 June 2016.

The Final Report has already been reviewed and concurred by the government.

Consulting Services

An international firm of consultants is being engaged through quality- and cost- based selection with a quality-cost ratio of 90:10. ADB is engaging the consultants in accordance with its Guidelines on the Use of Consultants (2010, as amended from time to time).

International inputs (27 person-months): transport planning; ports and river engineering; traffic engineering; economics; customs

National inputs (32 person-months): harbor/ navigation engineering, river and coastal morphology; traffic modeling and survey engineering; financial analysis.

Procurement All equipment for the TA will be procured according to ADB's Procurement Guidelines (2010, as amended from time to time) and turned over to the Government upon TA completion.
