Implementation of the PPTA began in September 2012, when the Secondary Education Policy, System Reform and Finance Specialist/PPTA Team Leader came on board, although technical work began only in October 2012, as the Team Leader was largely engaged in administrative tasks, such as establishing the PPTA office (office space provided by DepEd in its complex). The PPTA is being implemented using a mix of individual consultants and a firm.

Three consultants were fielded in June 2012 to begin preliminary work on the design of public-private partnership (PPP) programs: the Secondary Education Policy, System Reform and Finance Specialist, and three Education Service Delivery PPP Specialists. The Secondary Education Policy, System Reform and Finance Specialist/PPTA Team Leader was mobilized in September 2012. One of the Education Service Delivery PPP Specialists left the team in September 2012. Two further consultants an Education System Quality Assessment Specialist and an Education Finance Specialist were mobilized in January 2013. Ernst & Young was mobilized in March 2013 to undertake work on the development of an infrastructure development plan for senior secondary schools as part of its development of the PPP roadmap for the education sector. An additional seven individual consultants were mobilized specializing in the secondary education management and teacher training, financial management/costing, environment, TVET, gender and social development/poverty. In addition, five resource persons were invited for several workshops conducted.

The work of the PPTA is being overseen by the DepED Executive Committee (ExeCom) under the direction of the Secretary of Education. There is no specific project counterpart for the PPTA, although the PPTA team has been working closely with relevant Undersecretary and Advisors. The PPTA team has held a number of meetings with various Undersecretaries and has held three meetings with the ExeCom.

The ensuing loan has shifted from a sector development program to a results-based lending modality and a concept paper has been prepared renaming the project as Senior High School Support Program. To date, the TA has assisted the Goverment of the Philippines to develop an education voucher program and has carried out a prefeasibility study of the potential use of public-private partnerships for school infrastructure. A loan fact-finding mission was fielded in March 2014. The loan was approved on 15 December 2014 and has recently been signed. We are awaiting loan effectiveness.

Consulting Services The PPTA recruited individual consultants and a consulting firm (QCBS, 80:20) to implement the PPTA. Consultant engagement was sequenced to ensure timely delivery of ADB support. Consultant requirements were estimated at 34.5 person-months of international consultant inputs and 50.5 person-months of national consultant inputs. Consultant recruitment were phased. Some international and national consultants have been engaged as individual consultants and were recruited by January 2012: (i) the Secondary Education Policy, System Reform and Finance specialists; (ii) the Education Facilities and Infrastructure PPP specialists; and (iii) the Education Service Delivery PPP specialists.
