Of the 60 buildings, the 45 financed by ADB are complete, furnished, equipped with materials, books, and supplies. The 15 other preschool buildings financed with private sector support are also complete.

6,000 kindergarten students have access to the completed facilities.

9,000 Grade 1-3 (45 x 200) have access to the library.

Gender issues are incorporated into the curriculum of each module of the teacher training workshops where gender equality, among other issues, is a key look-out and a value that is consistently integrated.

Gender issues are addressed also in details of 1) selection of playthings and materials and teaching the teachers how to use these in and manage classrooms in ways that promote gender-fairness in the classroom, model sensitivity and respect for individual differences and gender fairness 2) content of the parent education modules which were presented to the teachers and school heads starting with module 1 - to help parents understand and apply gender sensitive child-rearing practices.

DepEd's kindergarten curriculum is improved.

Instead of supporting either 6 or 10 small livelihood programs, the project will support 2 larger community-based livelihood investments that benefit many families and promote community participation.

The poultry raising project in Negros Island has commenced following receipt of funds in March 2015.

The scope of the livelihood program in the Bicol Region-Aquaponic farms- was expanded to include all beneficiary schools.

Institutional framework and business plan for strengthening multistakeholder partnerships included in Module 4 training.

Literacy committees are part of the Parent Teacher Association.

The school feeding program was launched in August 2014 using the MINGO, a nutritious supplement procured from NVC Social Enterprise.

The feeding program in 100% of beneficiary schools is ongoing with favorable results evident in continued weight gain.

Mothers of preschool children have been mobilized and organized to implement daily feeding program.

The school feeding program is extended for three months for all kindergarten children in the JFPR-funded schools.

Baseline survey completed

PIU fully staffed and operational.

School monitoring and observation visits continue.

Annual audits are being conducted.

Impact evaluation in full swing with at least 6 researchers in the field for data gathering and onsite evaluations. Collation is likewise ongoing as data is received.

Monitoring visits by the members of the research team for impact evaluation and trainings from the Community of Learners are ongoing.

Policy briefs will be prepared based on evidence from the impact evaluation.

During Project Design The concept of the proposed project was discussed with government counterparts (DepEd, DOH and DSWD), and development partners (UNICEF, JICA). Consultations with local NGOs and communities took place during the fact-finding mission.

    Education and Building Preschools in the Philippines

    A $1.5 million grant will see the construction of 60 preschools across the Philippines, giving hope to thousands of poor and malnourished children. If a child misses their first steps towards education, they face a lifetime of struggling to learn, poor results and repeating grades. In a worst-case scenario, they drop out altogether.
