Summary

This is the PPTA for preparing the Colombo Water Supply Service Improvement Project. PPTA consultants will prepare the feasibility study for the proposed project and ensure technical, economic and financial viability. The consultants will assess the NRW and also review the capacity building in the previous projects and make proposals on further institutional and financial management enhancements, and also review the best practice of NRW institutional setup to recommend the suitable one for this project.

Project Rationale and Linkage to Country/Regional Strategy

The ensuing project will increase water supply availability and efficiency to the residents of Colombo. The project will rehabilitate the distribution system, reduce the Non Revenue Water (NRW), and enhance the institutional, operational and project management capacity of National Water Supply and Drainage Board (NWSDB).

Project preparatory support to NWSDB will help enhance immediate start-up of the project after the approval of the loan. All these warrant this project preparatory technical assistance.

During Project Design The governance risk assessment will identify major risks of the project and propose risk mitigation measures. In compliance with the Safeguard Policy Stement (2009), appropriate environmental and social safeguards documents will be prepared. The project will also prepare a community awareness and participation plan to involve key stakeholders for widespread, ongoing, and meaningful participation. A social and gender analysis will be crreid out.
During Project Implementation Continuous discussions among stakeholders are ongoing.
Business Opportunities
Consulting Services The technical assistance will require 19 person-months of inputs from international experts and 45 person-months of inputs from national experts. One international NRW consultant firm with one national consultant firm will be engaged. The consultants will provide the best practice on NRW management and incorporate the institutional, operational aspects in the project design. An individual international consultant will be recruited, mainly to achieve project readiness and help to implement the project. The firm under one package will use the quality- and cost-based method of selection with a standard quality-cost ratio of 80:20. A Simplified Technical Proposal (STP) will be used for the selection of a firm.
