Summary

The PPTA will identify, formulate, and prepare an ensuing loan and/or grant for the CAREC Corridor 3 (Bishkek-Osh Road) Improvement Project, Phase 4. The main outcome of the PPTA is to prepare a feasibility study suitable for ADB financing. The PPTA will cover the candidate road sections of Bishkek to Kara Balta (52.5km) and Madaniyat to Jalal-Abad (67 km).

Project Rationale and Linkage to Country/Regional Strategy The PPTA is a preparation for the proposed CAREC Corridor 3 (Bishkek-Osh Road) Improvement Project, Phase 4. The proposed project will improve the national and regional connectivity by rehabilitating an estimated 120 kilometers of crucial road sections between Osh and Bishkek.

During Project Design Workshops and meetings with NGOs and local residents groups will be held.
During Project Implementation Public consultations with relevant NGOs and local residents will be held regularly to ensure greater participation and information sharing.

Consulting Services A PPTA consultant (Kocks Consult Gmbh, GER in JV with Central Asian Consulting Center, KGZ) was engaged on 7 November 2012 for $974,700. The consultant was recruited using the QCBS selection method, with quality-cost ratio of 90:10.
