During Project Design The TA preparation has benefited from active participation of key government agencies (Ministry of Education, National Planning Commission, Ministry of Finance) and higher education insitutions (Institute of Engineering, Kathmandu University, and Training Institute for Technical Instruction). ADB also engaged a group of 17 experts from higher education to obtain substantive inputs. Development partners in Nepal have been consulted, too.
During Project Implementation The activities of the CDTA will be carried out through a consultative process involving the key stakeholders to ensure that the recommendations are developed based on consensus. The CDTA will conduct surveys, workshops and focus group discussions to incorporate the views from six types of stakeholders: (i) students; (ii) parents; (iii) teachers; (iv) policy makers (both government and education institutions); (v) private sector; and (vi) development partners.

Business Opportunities

Consulting Services The TA will engage consultants to provide a total of 32 person-months of inputs (12 person-months of international and 20 person-months of national consultants). ADB will engage the consultants through a firm, using a simplified proposal for the quality- and cost-based selection method as well as on an individual basis, in accordance with ADB's Guidelines on the Use of Consultants (2010, as amended from time to time).
