A number of outputs to date have been produced under the TA to support evidence-based sector reform policy-making. These include: (i) infrastructure asset management plans, (ii) service level monitoring sheets for Dili and target district capitals. To support evaluation of public-private partnership arrangements in the urban water supply sector, the TA produced a technical evaluation of infrastructure investments and operational cost estimates for the Dili water supply network.

The TA has also supported a number of learning events to raise awareness on water and sanitation sector from other ADB developing member countries including: (i) Asia Water Week, and consultations with Manila Water, MWSS and LWUA, (ii) Participation in the Asia Sanitation Dialogue, and (iii) Armenia water sector reform learning visit.

The TA also supported a high level national infrastructure conference in Timor-Leste to raise awareness on key water sector issues and challenges.

In progress. This output is pending until the results of the on-going PPP assessment work has been completed.

Not yet started. Changes to current institutional arrangements will be piloted during the operations and maintenance phase of the District Capitals Water Supply Project. Due to delays in civil works. the O&M phase to be supported under the TA is also delayed.

During Project Implementation During TA implementation, there has been active engagement with key sector stakeholders in order to raise awareness and build demand for water sector reforms to improve water supply services in Timor-Leste, in line with Strategic Development Plan 2011-2030 objectives.

Business Opportunities

Consulting Services ADB will recruit 5 individual consultants, for a total of 30 international person-months and 46 national person-months (see Appendix 2) to develop the urban water sector institutional reform program in partnership with government, private sector, and community stakeholders, and to provide on-the-job and external training to water sector officials. Consultant selection will be done in accordance with ADB's Guidelines on the Use of Consultants by ADB and its Borrowers (2010, as amended from time to time).
Procurement All procurement will be done in accordance with ADB's Procurement Guidelines (2010, as amended from time to time). Detailed cost estimates are provided in Appendix 3. The proceeds of the TA will be disbursed in accordance with the Technical Assistance Disbursement Handbook (2010, as amended from time to time).
